shrink -swell capacity should be a consideration <br />for development. This is covered under the <br />requirement of a preliminary soils report mentioned <br />in Section 9.075 of the Subdivision Ordinance (892). <br />- According to policy 50 residential developments <br />meet clean air act criteria if -- <br />- (Policy 6) they are in areas designated on the <br />General Plan to minimize driving miles and resultant <br />emissions. <br />- Policy 7 is being followed with the installation of <br />curbs and gutters, landscaped open space, and private <br />landscaping, The developer will have to maintain a <br />weed control program other than burning on vacant <br />undeveloped lots. <br />- Policy 8 will be applied primarily to automobiles <br />on an individual basis. By State regulation there <br />are presently no regulations governing the use of <br />fireplaces or bar-b-ques. There is no outdoor <br />burning allowed. <br />- Under Policy 9 adequate transport facilities may be <br />encouraged but Stockton Transit District will not <br />provide bus service to this area. <br />Policies for Open Space: <br />1. Open areas will be maintained between existing <br />urban centers. <br />2. Development within the urban areas will be con- <br />sistent with the principle of preserving open <br />space. <br />3. The program of requiring the dedication of open <br />space or fee -in -lieu through the subdivision and <br />development process shall be continued. <br />4. The County will encourage residential clustering, <br />planned .districts, and other desirable compact <br />development to increase open space in residential <br />areas. <br />5. Designated conservation areas will remain in open <br />space in order to protect natural resources and <br />to protect developmea1C from hazards. <br />6. The multi -use of open space will be encouraged and <br />supported whenever feasible. <br />7. The value of open space will be recognized. <br />Discussion- <br />- Under Policy 2, development at this location has the <br />advantage of taking development pressure off of less <br />intensively developed areas.
