It is not expected, however, that this project in <br /> itself would generate a significant , adverse impact on law <br /> enforcement services. <br /> Fire : <br /> Fire protection will be provided by the Waterloo-Morada Fire <br /> District . As a pubic water system is being provided, the <br /> County Fire Ordinance will require that fire hydrants be pro- <br /> vided. <br /> HAZARDS/CONSTRAINTS: <br /> Air Quality: <br /> In their response to the application referral, the Air <br /> Pollution Control District (APCD) did note that there are some <br /> air quality impacts anticipated as a result of this and other <br /> projects in the Morada area. The main air quality concerns <br /> noted by the APCD were that of dust problems during the <br /> construction phase and the impacts associated with additional <br /> wood burning fireplaces. Specific conditions of approval have <br /> been developed by the APCD and have been included in the recom- <br /> mended Conditions of Approval . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> The primary environmental issues as identified in the Initial <br /> Study have already been discussed in the preceding text ; they <br /> include ( 1 ) noise , ( 2 ) traffic, (3) overcrowded school facili- <br /> ties, and ( 4) air quality. Conditions of approval have been <br /> developed or ordinance requirements are in place that will miti- <br /> gate these environmental concerns to less than significant <br /> levels . Based on the Initial Study prepared on September 7 , <br /> 1988 , a Negative Declaration has been prepared for the <br /> Commission' s approval . <br />
