Dedication of the needed area for pond expansion and provision of ter- minal drainage is required. Verification of water supply adequacy per County standards and Title 22 is required prior to acceptance of improvement plans for the sub- division. This will require water production facilities in this subdivision. g. The developer/owner shall participate in the Area of Benefit for the design and construction of the water and storm drainage systems. h. The area shall annex to North Morada County Service Area No . 46 prior to acceptance of the Final Map to provide for operation and maintenance of the storm drainage and domestic water systems . i . The subdivider shall agree to and shall pay service fees for the County-provided utility services in an amount equal to the estimated fees for the period from the accep- tance of the improvements until the effective date of assessment on the tax roll . Deposit of fees shall be sub- mitted at the time of acceptance of the facilities by the County. j . A Preliminary Soil Report shall be required. 4 . Air Pollution Control District : a. The following dust control measures shall be used during site preparation as well as construction period: ( 1 ) Grading shall be done during the spring while the ground is still damp from rain. ( 2 ) Water trucks and/or sprinklers shall be used as often as necessary to control dust . ( 3) Trees shall be planted on the site prior to construc- tion. These would act as wind breaks. ( 4) Water from an existing well shall be available for irrigation and dust control . (5 ) Instead of disking for weed control in the spring, the applicant shall mow, thereby leaving the ground undisturbed and with a mulch covering.
