r <br />The only way this project can continue is with individual wells and - - <br />septic tanks. The same is true of septic tanks, they work beautifully <br />in that area without any trouble for years, and years and years. No <br />one has had septic tank troubles there except way back in the wooden <br />septic tank days. If we eliminate the central drainage plan and the <br />central water plan, we also eliminate the need for a county service <br />area. <br />Another note on the water system as recommended by the Tracy Rural <br />Fire District. The Tracy rural fire district operates with small <br />fire engines to respond immediately to an emergency backed up by a <br />tanker truck which may at various times need to be refilled. This <br />sight is adjacent to Banta Carbona irregation district lateral which <br />the rural fire district uses for refilling their tanks from -time to . <br />time. Mr. Trinkle was also on the rural fire department for 20 years. <br />There would be no benefit to having a public water system in there as <br />far as rural fire department is concerned. The fire station is located <br />about a mile from the project and the tanker truck has to come from <br />Banta. The Banta Carbona ditch is there for refilling -the tanker. And <br />the Tracy Rural Fire District did not insist on a central water system. <br />At the public hearing with the Planning Commision, the Health Depart- <br />ment brought up an item of chloroform being found in the underground <br />water area. At the meeting Mr. Jim Miller read off the findings in <br />parts per million which was incorrect. We found that readings should <br />have been parts per billion, which are one thousand times less than <br />parts per million. Another misstatement is that in the conditions, it <br />says that the Health Department notes that organic chemical contaminations <br />have been found in the vicinity. This chemical, chloroform being a <br />derivitive of chlorine is not an organic chemical, its an inorganic <br />chemical. The amounts found there are miniscule. They also knew the <br />source. The source being Triple E Produce and that is being mitigated. <br />So what little chloroform is there will be diluted and disappear within <br />a short time. Triple E produce being a seasonal tomatoe packing operation <br />and using this they are going to seal the pond wherein they dump the <br />chlorinated water from washing tomatoes and will be contained on sight. <br />That is a temporary problem which should not enter into the judgement of <br />whether or not we install public water system, or individual wells. <br />The public water system would be subject to the same contamination as <br />individual wells. The other objection we have to a public water system <br />is that if it goes down everybody is down, whereas individual wells if <br />one goes down out of 13, twelve houses still have water. It is a very <br />simple matter to string a hose from one house to the other temporarily <br />while the water system is put back into operation. Therefore, no one is <br />ever without water for very long. Living in the country for 40 years <br />in the Tracy area, the longest P.G.&E. power was ever off in those years <br />was 2 hours. Therefore there is no need to put in a central water sys- <br />tem making another problem for county"operate when individuals systems <br />work so well in that area. Fornesaro and Renauro subdivision, which are <br />adjacent to this site were approved under the old standards. We expect <br />the same consideration. <br />We respectifully request: Item 1, paragraph A, Item 1 paragraph D, <br />Item 2 paragraph C, Item 2 paragraph D, Item 3 paragraph B & C, be <br />deleted from the conditions of approval. <br />P.S. Item 2 paragraph B. Subdivider will not prepare master circulation <br />plan for area approved - GP -86-1/2R-87-34, if other. -than subdivision site <br />in question. <br />
