COMMENT H <br />PLANNING COMMISSION MINUTES <br />JULY 16, 1987 <br />2. ENVIRONMENTAL IMPACT REPORT NO. ER -86-3 ON THE PROPOSED TRAINA <br />BROTHERS PROJECT for a public hearing to receive comments on the Draft <br />Environmental Impact Report (EIR). The proposed project is a General <br />Plan Map Amendment to change the land use designation on a 26 -acre <br />parcel from Agriculture to Rural Residential. The project site is <br />located on the south side of Fairoaks Road, adjacent to the Valpico <br />Rural Residential Area, southeast of Tracy. (Supervisorial District <br />No. 5 ) <br />Senior Planner Bruce Baracco introduced a staff report into the <br />record. <br />PUBLIC HEARING OPENED <br />Carl Trinkle, 31145 Koster Road, Tracy, commented that the General <br />Plan must be flexible and subject to change. He said that the subject <br />parcel is small. The area has already been developed to rural resi- <br />dential. He said the location is ideal for the proposed residential <br />development; there is an adequate water supply, and the drainage is <br />excellent; the project will add 14 homes to the existing rural resi- <br />dential area; and there is a need in the Tracy Area for additional <br />residential development. The project will not alter the surrounding <br />area. <br />Franklin Cole, Chrisman Road, Tracy, spoke in favor of the project. <br />He noted that he owns two parcels totaling 7.5 acres in size and that <br />the area has already been cut up. <br />Dave Olmstead, 7541 Linne Road, Tracy, submitted a map which, he said, <br />is an update of the map in the Environmental Impact Report. Mr. <br />Olmstead suggested that the EIR be certified as adequate. He noted a <br />large area under construction at this time. <br />Anthony Traina, one of the partners in the project, said he has had <br />problems in leasing his agricultural land and felt it would be better <br />for rural residential development. <br />Jim Kjensrud, 8393 Linne Road, suggested that the entire section be <br />zoned Rural Residential rather than separate zoning for each parcel. <br />Renee Mancusa Reece, 30725 South Koster Road, said she was repre- <br />senting her mother who owns 40 acres of land in the area. She said <br />the land is not really prime agricultural. <br />Gerald Costa, 27001 South MacArthur Drive, said he has been farming H.1 <br />his property in the area since 1970; and because of the residential <br />development in the area, he is unable to apply certain sprays. He <br />said there used to be an adequate buffer between residential and agri- <br />cultural uses, but since that is no longer the case, he felt the <br />PC: 7/16/87 -1 MINUTES <br />1-13 <br />
