Item No. 8 <br /> PC: 7-16-81 <br /> 5-81-10 <br /> Page 3 <br /> - The riparian vegetation along Jahant Slough also furnishes wildlife <br /> habitat and should be preserved. <br /> - The northwest by southeast runway at Lodi Airport poses a possible <br /> hazard to the development of this property. In 1972 an airplane taking <br /> off from this runway crashed into the area proposed for subdivision, <br /> killing it pilot. This aircraft struck a power pole along Jahant Road <br /> prior to crashing. Had the area been developed, lives and property <br /> would have been at risk. <br /> - The property is presently in two fire and school districts. This condition <br /> causes unnecessary administrative problems. It would be better to annex <br /> the entire subdivision to one or the other of the districts. Otherwise, <br /> fire dispatching problems may arise. <br /> - Area soils have impervious subsoil layers and. are, therefore, unsuited to <br /> septic tanks and drainage ponds. In this case, terminal drainage is <br /> available to prevent drainage problems. Septic tanks are proposed for <br /> sewer disposal. <br /> - EIR-79-1 Collierville expansion was prepared and covered the property <br /> involved in this subdivision. <br /> DEVELOPMENT COMMITTEE ACTION <br /> - On June 24, 1981, the Development Committee reviewed the proposal as to <br /> its conformance with the statutes of the State and the ordinances of <br /> the County. <br /> - Action of the Committee was to forward the project to the Planning <br /> Commission with a recommendation to ratify the Negative Declaration <br /> and approved subject to the following conditions : <br /> 1) All mprovements shall conform with the Improvement Standards and <br /> Specifications of the County of San Joaquin. <br /> All improvement 1 -tans and specifications must be aprroved by the <br /> County of Sar Joaquin Department of Pub31c Fdurk:3 prior to approval <br /> of the Final Map. <br /> If improvements referred to herein are not completed prior to the <br /> approval of. the Final Map, the subdivider shall execute an agreement <br /> with the County of San Joaquin, insuring the completion of improve- <br /> ments within one (1) year after filing the Final Map. <br /> Full street improvements in compliance with Section 1612 of Ordinance <br /> 2634 and Ordinance 672 shall be provided within the subdivision. <br /> Woodson Road shall be fully improved on both sides in compliance <br /> with County Standards. <br /> The subdivider shall pay users fees for the utility services from <br /> the time the improvements are accepted by the County to the end of <br /> the fiscal year, or up to a one (1) year period, as the case may be. <br /> 2) A. Terminal drainage shall be provided. <br /> The drainage system shall meet the requirements of the County and <br /> provide adequate drainage for the improvements (development) . The <br />
