STAFF ANALYSIS <br />BACKGROUND <br />Item No. _ <br />PC: 6-5-86 <br />SU -86-10 <br />Page 3 <br />Preapplication conferences on this project were held before the <br />Development Committee on December 4, 1985, and March 19, 1986, <br />Most concerns regarding lot and street design, access restric- <br />tions, drainage, and sanitation were resolved at those meetings. <br />The water supply issue was not resolved. <br />This proposal is essentially the same subdivision previously <br />approved by the Board of Supervisors on October 5, 1981 (S-81-10) <br />and involved 102 lots. That approval was extended to October 15, <br />1985. Unit 1, consisting of 13 lots, has been built. This pro- <br />ject is an attempt to complete the remainder of the project and <br />is essentially the same with some minor revisions. <br />EIR-79-1 was previously adopted in 1979 when the Collierville <br />rural residential expansion was considered. <br />POLICY CONSIDERATIONS: <br />General Plan: <br />The project site is designated Rural Residential, and the pro- <br />posed development is consistent with that designation. <br />Zoning: <br />The subject property is zoned RR -100, and the proposed develop- <br />ment meets all provisions regarding lot width and area of that <br />zoning district. <br />AREA/NEIGHBORHOOD COMPATIBILITY: <br />Traffic Circulation: <br />The project is designed to provide all parcels except Lot 15 <br />with direct frontage on a public road. Access restrictions <br />will be applied to several lots to reduce the number of poten- <br />tial access points to Jahant Road, Woodson Road, and State <br />Route 99 Frontate Road (see Conditions of Approval). <br />Land Use: <br />The proposed project will be compatible with existing residen- <br />tial development to the north. No additional rural residential <br />development is anticipated to the west, south, or east. Lodi <br />Airport is to the south of the project site. <br />{ 4K <br />
