Item No. _ <br />PC: 6-5-86 <br />SU -86-10 <br />Page 10 <br />"This department has no objections to the subdivision as long as <br />all provisions of the Uniform Fire Code are met and that a <br />reliable water system be provided for fire protection." <br />Pacific Gas and Electric Company (response, 1-10-86): <br />"It is our understanding the Planning Commission will consider <br />exempting this development from complying with California Public <br />Utilities Commission mandate, which requires undergrounding of <br />electric facilities in new subdivisions. <br />"This letter is to help clarify the electric extension rule by <br />which electric facilities are installed to and within new resi- <br />dential subdivisions. <br />"The California Public Utilities Commission, in their Decisions <br />(Numbers 77187 and 78500) effective May 5, 1970, stated that <br />undergrounding of electric facilities is mandatory for extensions <br />to and within all new residential subdivisions of five lots or <br />more. <br />"Under CPUC Decision Number 81620, effective August 13, 1973, an <br />exemption was added for new residential subdivisions, identifi- <br />able by a map filed with the local governmental authority, in <br />which the minimum parcel size is three acres (large lot sub- <br />divisions) and all of the following conditions exist, the utility <br />can install overhead facilities. <br />111. Local ordinances do not require underground construction. <br />112. Local ordinances or land use policies do not permit further <br />division of the parcels involved so that parcel sizes less <br />than three acres can be formed. <br />"3. Local ordinances or deed restrictions do not allow more than <br />one single family dwelling or accommodation on each parcel or <br />any portion of a parcel, of less than three acres. <br />"4. New overhead lines constructed to or within a residential <br />subdivision would not be in proximity to, and visible from, a <br />designated scenic highway, state or national park, or other <br />area determined by a governmental agency to be of unusual <br />scenic interest to the general public. <br />"If all of the above conditions are met, overhead facilities may <br />be installed to each lot, provided the requesting party meets the <br />extension requirements of our Electric Rule 15 (copy attached). <br />
