PROJECT DESCRIPTION
PROJECT LOCATION
The Foothill Sanitary Landfill is located approximately 18 miles east of the City of Stockton,
in the extreme eastern portion of San Joaquin County. The facility is located on the east side
of Waverly Road (refer to Figure l: Vicinity Map).
PROJECT CHARACTERISTICS
The Foothill Sanitary Landfill is a Class III solid waste facility which has been in operation
since the mid -1960's. It has operated under Solid Waste Facilities Permit No. 39 -AA -0004
since 1992. The site is owned by San Joaquin County and operated by Foothill Sanitary
Landfill Incorporated .
The facility is currently permitted to receive a peak of 720 tons of waste per day including:
residential refuse, commercial wastes., industrial wastes, construction and demolition wastes,
tires, and agricultural wastes. In addition, the Foothill Sanitary Landfill currently performs
limited recycling of tires and white goods. The facility operates seven days per week
between the hours of 7:00 a.m. and 5:00 p.m.
The Corral Hollow Sanitary Landfill is located approximately five miles southwest of Tracy,
California, on Corral Hollow Road (Figure 2). The site is permitted to receive a peak of
330 tons per day. Most of the waste taken to Corral Hollow originates from Central
San Joaquin County. The landfill site is scheduled to be closed in the spring of 1995. The
County proposes to divert the waste received at the Corral Hollow site, after its closure, to
the Foothill Sanitary Landfill. Most of the waste would be processed at the new Tracy
Materials Recovery Facility, where recyclable materials will be removed, and the residue
will be transported to the Foothill Sanitary Landfill.
Since the Foothill Sanitary Landfill receives some non -sorted waste, it is proposed that the
Foothill Sanitary Landfill be allowed to perform more extensive recycling to help meet
requirements of Assembly Bill 939. Under the revised permit, the following materials may
be recycled: white goods, metals, tires, paper, plastics, glass, wood/yard waste, and other
recyclable materials. The recyclable materials would be pulled from the waste stream by
landfill personnel. The additional recycling will not require any additional facilities. The
only additional equipment needed would be recycling bins for certain materials.
As the owner, San Joaquin County is required to obtain a revised Solid Waste Facilities
Permit for any significant change in operations from the Environmental Health Division of
San Joaquin County Public Health Services. The California Integrated Waste Management
Board must concur with issuing the permit.
