When the current Solid Waste Facilities Permit was issued in 1992, the projected site life of <br />the landfill was estimated to be 65 years. The County has recalculated the projected site life <br />of the landfill, based on the increased waste quantities, to be 55 years, or the year 2049. No <br />vertical expansion is proposed for this project. Design grades in the Preliminary Closure <br />Plan will be adhered to. <br />Types of solid waste to beV received by the facility does not change under this project. <br />AIR QUALITY DISCUSSION <br />Storage of recyclable materials may result in objectionable odors. However, since the <br />recyclables will be removed from the site on a regular basis, the proposed project will not <br />have a significant impact on air quality. Sorting and transport of recyclables may create a <br />small amount of dust which will be controlled by water trucks. Extra vehicle traffic (transfer <br />trucks carrying waste trop Ithe Tracy Materials Recovery Facility) is expected due to the <br />project as well as a few trucks per month to pick up recyclables. The impact of additional <br />vehicular traffic on air quality is insignificant because if the waste was not transferred by <br />transfer trucks, individual garbage trucks and self -haul vehicles would transport the waste <br />which would result in much more vehicle emissions. <br />NOISE DISCUSSION <br />Noise levels to perform recycling activities will not be any higher than normal landfill <br />activities. In addition, the site is located in a rural, sparsely populated area as long as <br />operations are restricted to daytime hours, no off-site impacts are anticipated. <br />NA,T_VRAL RES )UR ZSriLSCUSSION <br />Increased vehicle trips would cause an increase in fuel usage. However, fuel usage will end <br />earlier than previously scheduled due to accelerated site closure. The result is an equivalent <br />amount of fuel usage over a shorter period of time. The recycling portion of the project is <br />meant to recapture and reuse natural resources. <br />The Foothill Sanifary Landfill currently averages approximately 70 trip ends per day. The <br />Corral Hollow Sanitary Landfill currently receives an average of 80 trip ends per day. All <br />of the waste currently going to Corral Hollow will go to the new Tracy Materials Recovery <br />Facility when the landfill closes. As a result, most of the waste will be coming to the <br />Foothill Sanitary Landfall via transfer trucks. The addition of Corral Hollow Waste would <br />result in approximately 20 trip ends per day in 1995 and 40 trip ends per day in 2010. This <br />would result in an average of 90 trip ends per day in 1995 (approximately 29 percent <br />increase). This is considered to be a small increase to Waverly and Shelton Roads. No <br />significant impacts from increased traffic due to increased waste quantities are anticipated. <br />Recycling operations will result in very few vehicle trips to pick up recyclables. Increased <br />recycling will have a non-significant impact on traffic. <br />
