Stacy Rivera <br />San Joaquin County <br />Environmental Health Department -2- December 7, 2022 <br /> <br /> <br /> <br />Item #301 HSC 25292.1(a) Failure to operate UST system to prevent unauthorized releases <br />including leaks, spills and overfills. <br /> <br />OBSERVATION: Leak monitoring equipment were not approved by the EHD prior to the <br />facility receiving fuel in the 91 tank on 8/29/22. Required testing on the 91 fuel tank leak <br />monitoring equipment was not conducted previous to fuel being deposited into the tank. <br />Leak monitoring testing was observed on 8/30/22. <br /> <br />REGULATION GUIDANCE: The underground storage tank system shall be operated to <br />prevent unauthorized releases, including spill and overfills. <br /> <br />CORRECTIVE ACTION: Ensure all operated UST systems have approved leak <br />monitoring equipment going forward. <br /> <br />This is a Class II violation. <br /> <br />Response: The facility will ensure all operated UST systems have approved leak monitoring <br />equipment going forward <br /> <br />Item #302 CCR 263D(d), 2641 (a) Leak detection equipment not installed/maintained/located to <br />detect leaks at earliest opportunity. <br />OBSERVATION: The 91 tank was not approved by the EHD prior to receiving fuel in the <br />91 tank. Fuel was added on 8/29/22 with monitoring equipment that was not verified to be <br />functional. Functionality testing was observed on 8/30/22. <br /> <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to be able to <br />detect a leak at earliest possible opportunity. <br /> <br />CORRECTIVE ACTION: Ensure all operated UST systems have approved leak detection <br />equipment when fuel is present. <br /> <br />This is a Class II violation. <br /> <br />Response: The facility will ensure all operated UST systems have approved leak detection <br />equipment when fuel is present <br /> <br />Item #309 CCR 2666(b)(2), 2636(f)(1) Failure to have continuous monitoring that activates audible- <br />visual alarm or stops flow at dispenser. <br />OBSERVATION: Fuel was deposited on 8/29/22 into a fuel tank without verified functional <br />continuous monitoring that activates an audible-visual alarm or stops flow at the <br />dispenser. Functionality testing was observed on 8/30/22. <br />REGULATION GUIDANCE: Monitoring equipment shall be able to have continuous <br />monitoring that activates audible-visual alarm or stops flow at dispenser <br />CORRECTIVE ACTION: Ensure all operated UST systems have approved audible-visual <br />alarms going forward. <br />This is a Class II violation. <br /> <br />Response: The facility will ensure all operated UST systems have approved leak detection <br />equipment when fuel is present <br />
