Mr. Martin said that he has not
heard from Caltrans, as of yet. Mr. Martin asked if there were any recent discussions with
Caltrans. Mr. McCallum said he talked with them last night, and his understanding was that the
only outstanding issue was the amount of fees related to a future PSR that needs to be
determined. Mr. McCallum indicated that Caltrans told him that in a week's time they would .
come up with an amount of money based upon the engineer's estimates. Once the money is
determined there will be a condition to how much ADT Automotive will need to contribute for
future improvements.
Mr. Hakeem said that ADT Automotive needs Caltrans to clearly say if and when a PSR will be
required. Mr. McCallum said that Caltrans had told him he did not need a PSR.
Mr. Karam said that Public Works should receive a clarification letter by next week from
Caltrans.
Mr. Martin indicated that once the clarification is received, required mitigation measures will
need to be added to the Development Agreement.
Mr. Martin said that a Will Serve letter will be needed from the City to indicate that they can
provide services to this expansion before going to the Planning Commission.
Mr. Martin said that there are a couple of issues on storm drainage regarding possible
downstream impacts.
Mr. McCallum said that in going over Mr. Sutton conditions of what occurred, from an
engineering standpoint they can meet the requirements. They can decrease the peek flow down
to its original existing precondition. Mr. De Arba is willing to make the changes. For BMP,
they are willing to do what is required by the Regional Quality Control Board for the project.
Mr. Hakeem asked Mr. Martin if he could break down the NOP package. Mr. Martin said he
was in the process of preparing an Initial Study proposing a Mitigated Negative Declaration and
one of the things it is going to address is storm drainage. We need to make sure that for any
potential significant impacts we have mitigation measures. Mr. Martin said that he would be
relying on Public Works regarding drainage issues to tell him whether or not there are any
potential significant impacts and what those mitigation measures are going to be. Also Regional
Water Quality Control Board if they have any issues. Mr. Martin indicated that he has not
received a response as of today's date.
11:00 a.m. 3.
