1: <br /> -2- <br /> Special Purpose Plan <br /> The applicant submitted site plans for the underlying project. However, amendments to the <br /> Special Purpose Plan text and graphics have not been submitted. The full application may <br /> include a new amended Special Purpose Plan or may be a separate document to be used in <br /> conjunction with the current Special Purpose Plan. In addition to the proposed 200 acre <br /> addition, the amendment should address all changes since the Plan's adoption. The Master <br /> Landscape Plan referenced in the original Special Purpose Plan needs to be amended and <br /> included as part of the proposed Special Purpose Plan amendment. <br /> Development Agreement <br /> The Patterson Pass Business Park is subject to Development Agreement No. DA-90-1, as <br /> amended. That Agreement shall be amended to include the proposed site. A Development <br /> Agreement Application is required and may be processed concurrently with the Special <br /> Purpose Plan. <br /> Environmental Issues <br /> The pre-application review does not include detailed 'environmental review. When the full <br /> application is submitted, an Initial Study will be prepared. If no potentially significant impacts <br /> are identified, and a Negative Declaration is appropriate, the full application and Negative <br /> Declaration will be referred to the State Clearinghouse for a 30-day review and comment <br /> period. Anticipated issues include protecting the Patterson Run, loss of wetlands, Kit Fox, <br /> Burrowing Owl, Red Legged Frog, storm drainage, traffic and air quality. <br /> Project Site Plan <br /> Details of the site plan are not required in the Special Purpose Plan. Details will be reviewed <br /> when the Improvement Plan is submitted. However, the following issues should be <br /> considered: <br /> Lots required for the project should be merged. <br /> The site should be visually screened from Interstate 580. <br /> One tree is required for every 5 parking spaces in the customer and employee parking lots. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> General Plan consistency, zoning consistency, public improvement requirements, preliminary <br /> design constraints and opportunities, and major environmental and safety issues. This information <br /> is provided in the hope of assisting the applicant in submitting a better and more complete <br /> application, as well as minimizing processing time. It is not intended to be an in-depth analysis, and <br /> an environmental assessment is not completed. The applicant should be aware that a detailed <br /> review will not be done until the full application is submitted.
