STEIN <br />ISCity Attorney <br />APR 21 1987 V <br />ENVIROMENTAL HEALTH <br />PERMIT/SERVICES <br />The City of Lodi's major concern over this proposed highway service <br />subdivision is that sewage disposal is not tied down. It is our <br />understanding that even though there is a County Service Area No. 31 <br />developed on paper, this Service Area does not have a discharge permit <br />from the Regional Board for the effluent from an on-site treatment <br />plant nor are there other agreements for the discharge of effluent. We <br />feel very strongly that whatever Service Area is ultimately developed <br />should include the developed property to the west (because of its daily <br />problem with its septic facility) and should include future development <br />which will take place north of Highway 12. <br />The County has asked the City to consider accepting sewage from this <br />proposed development. Enclosed is a letter from the City of Lodi dated <br />February 6, 1987 responding to that request. <br />On Page 10 of the application, under Section 5-b, it is indicated that <br />the only discharge to surface waters will be storm drainage. Unless <br />agreement is reached with local farmers, it is our understanding that <br />the effluent from any on-site treatment system would be discharged to <br />Highline Canal and White Slough. <br />The City of Lodi would appreciate receiving copies of the responses to <br />this proposed development from any of the other referral agencies shown <br />on the cover application referral sheet. <br />Thank you for the opportunity to comment. <br />Jack L.
