STEIN <br />City Attorney <br />This is to recap the meeting we had with you and your staff on <br />January 28, 1987, and to respond to your letter of December 23, 1986. <br />As you are aware, our City Code currently prohibits serving properties <br />outside the City limits. In order for the City Council to allow <br />service outside the City limits, a change in the City Code would be <br />necessary. Since 1980, the City Council has had a number of similar <br />requests, and one in 1981 related to the subject development. The <br />Council at this point has taken a strong stand that the City of Lodi <br />should not serve outside its City limits. <br />It is felt that this request is somewhat different from prior requests <br />in that: <br />1. The City would be working directly with the County as <br />a County Service District. <br />2. The discharge from the proposed development, without <br />City sewer service, could have an affect on our <br />discharge and future discharge requirements and to <br />the receiving waters of the Delta. <br />3. The timing is such that additional plant expansion <br />could be provided, at County's expense, and there <br />would be no detrimental effect upon plant capacity as <br />it relates to serving the existing City limits. <br />In order to take this item back to the City Council, staff feels <br />strongly that the following be accomplished: <br />
