Item No. 4 <br /> PC: 7-2-87 <br /> SU-87-20 <br /> Page 4 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> Two previous subdivision applications have been submitted pre- <br /> viously on the project site: Major Subdivision Application <br /> SU-86-11 and Minor Subdivision Application No. MS-87-27. <br /> SU-86-11 , an eight-lot subdivision, proposed access via a private <br /> road and net lot acreages of less than 65,000 square feet. <br /> SU-86-11 was denied by the Planning Commission on July 17, 1986 <br /> (copy of meeting minutes attached) . Although the applicant <br /> appealed the Planning Commission's action, he subsequently <br /> withdrew SU-86-11 after County Counsel advised the Board of <br /> Supervisors that it did not have the discretion to approve the <br /> subdivision with lots fronting on a private road. <br /> MS-87-27, a two-lot subdivision, proposed the use of an on-site <br /> pond for storm drainage. The Planning Commission denied MS-87-27 <br /> on January 22, 1987, because the subdivision did not include a <br /> terminal storm drainage system. <br /> POLICY CONSIDERATIONS: <br /> Zoning: <br /> Building setbacks for the RR zone were amended recently by Text <br /> Amendment No. TA-87-5, as follows: <br /> • Front yard: 30 feet. <br /> ° Side yard: 15 feet . <br /> ° Rear yard: 30 feet . <br /> The subdivision design allows for development in compliance <br /> with the above-noted setback restrictions. Development of Lot <br /> 7 will be somewhat constrained by its relatively long width and <br /> short depth. <br /> For cul-de-sac lots, the RR zone requires a minimum lot width <br /> of 100 feet . The lot width is measured at the front yard set- <br /> back point. A 50-foot front yard requirement was in effect at <br /> the time the application was deemed complete. On Lots 4 and 5, <br /> the lot width at the 50-foot setback point is 95 feet. The <br /> side property line running along the east side of each lot must <br /> be rotated eastward in order to provide the required 100-foot <br /> lot width., Lot 6 will maintain an adequate lot width and area <br /> after the 'lot line adjustments. <br /> -wq•a <br />
