Item No. 4 <br /> PC: 7-2-87 <br /> SU-87-20 <br /> Page 6 <br /> Housing• <br /> Planning staff has considered the housing needs of the County <br /> In recommending approval of this subdivision and has concluded <br /> that the housing that may result from this subdivision can be <br /> balanced with the public needs of existing residents in the <br /> area. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The project site is surrounded by residences to the west, <br /> south, and east. The project site is bordered on the northwest <br /> by the easement for the water distribution line of the East Bay <br /> Municipal Utility District and on the north by Davis Elementary <br /> School. Residential development of the subdivision will <br /> complement the established rural residential environment. <br /> Traffic Circulation: <br /> Hildreth Lane has an existing right-of-way width of 40 feet and <br /> a planned right-of-way width of 60 feet. The Department of <br /> Public Works recommends that Hildreth Lane be improved and <br /> dedicated on the subdivided side to meet County standards for a <br /> 60-foot right-of-way road. The improvement would require a <br /> widening of the Hildreth Lane pavement to 20 feet, measured <br /> from the right-of-way center line. <br /> The applicant plans to build a new public road for the sub- <br /> division. The road will be slightly off-set from the Hildreth <br /> Lane/Maranon Drive intersection. Maranon Drive extends south <br /> from Hildreth Lane. <br /> The new road will extend 600 lineal feet north from Hildreth <br /> Lane, and it will terminate in a cul-de-sac. The proposed road <br /> right-of-way width is 60 feet, and the proposed cul-de-sac <br /> radius is 80 feet. The road design is consistent with Public <br /> Works recommendation and meets the Planning Title requirements <br /> for road length, turn-around diameter, and number of lots to be <br /> served. <br /> Planning Title Section 9-9363 requires the subdivision road <br /> design to provide an alternative access route to each lot. The <br /> Planning Commission may waive this requirement If it finds that <br /> (1) an alternative access route is not practical or (2) pro- <br /> posed streets will establish an alternative access route when <br /> adjacent parcels are developed.
