2. MOKELUMNE RURAL FIRE DEPARTMENT(Staff Contact: Dan Leary, 727-0564) a. No parking shall be allowed on the curve of the access road. b. Emergency turnouts will be provided at 300-foot intervals along the access road from Harney Lane to the curve. 3. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Gabe Karam, 468-3000) a. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) b. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standard R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) c. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and payable at the time of building permit application. The fee currently is$613.00 per 1,000 gross square feet of building designated as Manufacturing or$159.47 per daily trip-end generated in the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution 00-433) d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. e. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. f. Special event parking shall not overflow onto public rights-of-way. The applicant shall provide a site plan detailing parking during special events with overflow areas and parking areas designated. 4. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Ted Norgard, 468-3443) a. The Environmental Health Department requires a soil suitability/nitrate loading study incorporating the number of proposed employees and customer use and indicating that the area is suitable for septic tank usage and winery waste. This must be performed prior to the issuance of building permits (Development Title Section 9-1105.2[d]). A nitrate loading study is required, and a review fee of$445.00 must be paid at the time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice of the EPA Design Manual for on-site wastewater treatment and disposal systems is required for each parcel. A permit fee of$89.00 per percolation hole is required. b. The existing private water wells shall be tested for the chemical dibromochloropropane (DBCP) and nitrates prior to the issuance of building permits.
