A grading plan shall be submitted and approved and a grading permit issued by the Building Inspection Division prior to performing any excavation or filling of earth material : a. A grading plan shall contain the information listed in the U . B . C . , Appendix , Chapter 70 , Section 7006(d ) . b. The grading plan shall include complete drainage details and elevations of the adjacent parcels . Retaining wall details shall be submitted where applicable . C. Grading in excess of 5 , 000 cubic yards shall comply with Section 7014 for "Engineered Grading Requirements . " d . All recommendations of the soils engineer shall be incorporated in the grading plans . e . All compaction reports must be submitted prior to a foundation inspection . 3 . The Construction Plan shall indicate the following : a. Parking shall be provided for the physically handicapped . The space( s ) shall be located as close as possible to the primary entrance (C.A.C . , Title 24) . b. Identification signs for the parking space(s ) , including the " tow away" sign , shall be provided at each entrance or be visible from each space (C.A.C . , Title 24 ) . C. The slope of the parking space ( s ) shall not exceed 1 /4 inch per foot (C .A. C . , Title 24) . PLANNING DIVISION 1 . There shall be no signs or outdoor advertising . 2 . There shall be no outdoor lighting except to provide security . All such lighting shall be hooded so as not to represent a hazard to operations at the Tracy Municipal Airport . The lighting plan shall be submitted to the Tracy Municipal Airport and the City of Tracy Public Works Department for review and signed approval . 3 . A ten ( 10) foot wide landscape area shall be installed on the east side of the parcel , along Corral Hollow Road . Evergreen plant materials shall be used and designed so as to provide a solid visual screen within less than five years .
