Possible emergency situations might occur through improper equipment <br />handling. Personnel will be instructed in the proper handling techniques to <br />minimize this occurrence. Poisoning from inhalation or skin contact with <br />contaminated material might cause an emergency. Instruction in wearing PPE <br />will be given to make crew personnel aware of its limitations and site specific <br />problems involved with working in a controlled area. <br />In the case of inclement weather, the site supervisor and county <br />supervisor will assess the situation to determine if the weather presents hazards <br />to the environment or workers. In this case, the site will be shut down and the <br />waste will be immediately packaged. If the weather allows it, the waste will be <br />loaded on trucks and shipped immediately, if not, the shipment of waste will be <br />delayed until the weather allows it. <br />2. Evacuation Routes and Procedures <br />In the event the area must be evacuated, the site, the Site Supervisor, <br />Assistant Site Supervisor or Site Safety and Health Officer will be immediately <br />notified. These people have the authority to sound the evacuation air horn. <br />Once the evacuation horn has been sounded, personnel will move off of <br />the site via the nearest direct up wind route in the case of gas, smoke or <br />poisonous fumes. At this point, the site supervisor will identify the area of <br />danger and assess the situation for possible hazards to human health or the <br />environment and make decisions as to whether emergency response personnel <br />need to be notified. The site supervisor will also take all reasonable measures <br />to ensure that fire, explosions and releases do not spread to other areas of the <br />site. <br />Site personnel will go through training in the correct procedures to be <br />followed. All personnel must familiarize themselves with the egress locations, <br />minimize exposure with standing liquids, smoke, and/or any visible vapors and <br />note wind direction when entering the site. After passing through any egress <br />point, personnel will head upwind making sure not to pass through any smoke <br />or vapors. All traffic control personnel will order all cars in the vicinity to shut <br />off their engines and evacuate their vehicles. <br />a. The Project Supervisor / Site Supervisor will coordinate a specific <br />command post to which he/she will report in the event of an emergency <br />to meet with on-site emergency response lead personnel and discuss the <br />necessary course of response. <br />b. The designated traffic control officer will coordinate the evacuation of <br />on-site public traffic per the general directions as stated above. <br />IV - 13 <br />
