<br />Additional Information <br /> <br />As requested by Central Valley Regional Water Quality Control Board (Regional Water Board) <br />letter dated 28 June 2018, the following additional information and responses to Regional Water <br />Board comments and questions are provided below. <br /> <br />Regional Water Board Comments and Questions <br /> 1. Historical Site Layout and Identification of System Equipment and Components A San Joaquin Cogeneration, LLC (SJC) historical site layout and identification of system equipment is included in Attachment E (site Map 1). <br />a. The above-ground storage tanks (AST) are identified in site Map 1; <br />b. The two (2) tanks in the north-center part of the former facility were used for <br />wastewater neutralization. Each tank had a 50,000-gallon capacity, either Sulfuric <br />Acid or Sodium Hydroxide was used as a neutralization agent based on the waste <br />water PH levels; <br />c. Sewer layout and connections – Attachment F has a set of Piping and <br />Instrumentation Diagrams (P&ID) and a site map of the wastewater system; <br />d. Vault - HPH is unaware of any underground vaults on the property; <br />e. Underground storage tanks (UST) - HPH is unaware of any underground storage <br />tanks on the property. <br />2. A. Major Plant Systems and Components <br /> <br />Systems and <br />Components <br />Description Operating Modes Injectate Catalyst Compounds <br />Gas Turbine A combustion engine <br />that converts natural <br />gas to mechanical <br />energy. This energy <br />then drives a generator <br />that produces electrical <br />energy. <br />The gas turbine was <br />operated based on <br />electricity market prices. <br />The capacity factor for <br />the plant ranged from 0- <br />5% during the years <br />2007-2016. <br />Steam from the <br />Heat Recovery <br />Steam Generator <br />(HRSG) was <br />injected directly <br />into the gas <br />turbine. <br />None <br />Emission Stack The emissions stack is <br />where the gas turbine <br />product gases are <br />exhausted to the outside <br />air. <br />The stack is a non- <br />dynamic system, <br />therefore it does not have <br />operating modes. It was <br />in continuous operation <br />with the gas turbine. <br />None None <br />HRSG <br /> <br /> <br /> <br />The HRSG is an energy <br />recovery heat exchanger <br />that transfers heat from <br />the gas turbine exhaust <br />The HRSG was in <br />continuous operation with <br />the gas turbine.
