PROPOSAL FOR SERVICES MOUNTAIN HOUSE NEIGHBORHOODS I&J <br /> INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> Traffic conditions will be assessed for the proposed internal project roadway network. If <br /> significant transportation impacts,safety concerns, or other transportation issues are found <br /> regarding the proposed network,recommended adjustments will be identified and evaluated. For <br /> example,with limited access to the two neighborhoods,would there be any potential impacts with <br /> regards to queuing at several of the major intersections? Will the storage length at the gated <br /> entrance be able to accommodate the projected traffic? What would be the required intersection <br /> lane configurations? Traffic mitigation for each scenario would be identified. <br /> The analysis will include a quantitative evaluation of the proposed project as compared to the <br /> previously approved Neighborhood I and J in Specific Plan 11 (trip generation,trip distribution and <br /> turning movements,traffic volumes, <br /> intersection/roadway segment level of ; <br /> service impacts,traffic signal warrants, <br /> etc.). For example,what will the impact be KELSO Ro 43 <br /> with higher density housing? <br /> t 42 <br /> Scenarios: The traffic model runs will be 24DEANZAOLVD. <br /> completed for the following conditions: <br /> 4"H�Vti Vt[) <br /> 1. 'St <br /> TJKM will be able to submit a Draft Traffic 27 VON SOSTEN RD. <br /> Study within 12 to 14 weeks after notice to <br /> proceed. Within three weeks after receiv- <br /> ing the County and CSD's comments, <br /> TJKM will submit a Final Traffic Study. 10 , <br /> r7�-�- <br /> Intersections at Mountain House to be evaluated. <br /> G. Population/Housing <br /> Given the limited change in unit counts and types of units,impacts related to population and <br /> housing are not expected to be significant. This section will largely rely on text provided in the <br /> SP 1I Initial Study, with clarification of how units have changed under the new plan for <br /> Neighborhoods I and J. <br /> H. Safety/Health <br /> The hazardous materials analysis will be prepared by Mr. Joe Farrow,Environmental Scientist, of <br /> Questa Engineering, Inc. <br /> ■ Review the Phase I and Phase 11 Environmental Site Assessments prepared for the proposed <br /> project and provided by the project applicant. This information will be summarized and <br /> included in the report. <br /> ■ Summarize past land use and improvements made to the subject property and surrounding <br /> area,using data from the SP I1 Initial Study. <br /> 07/17/06 9 <br />
