PROPOSAL FOR SERVICES MOUNTAIN HOUSE NEIGHBORHOODS I&J <br /> INITIAL STUDY/MMGATm NEGATIVE DECLARATION <br /> ■ Identify the impacts of hazardous materials in a comprehensive summary fashion. The section <br /> will include a discussion of all surrounding sites that may contain hazardous materials that <br /> could potentially affect the subject site.Any relevant maps,records,reports,etc. will be <br /> attached as an Appendix to the ADIS/MND. If there is a significant chance that hazardous <br /> materials and/or soil contamination exists,further detailed investigation may be recommended. <br /> ■ Propose feasible mitigation measures for all potentially significant impacts to reduce or <br /> eliminate any identified impacts associated with hazardous materials and soil contamination. <br /> I. Air Quality <br /> Illingworth&Rodkin,Inc. (I&R) will assess the air quality impacts of the proposed project. The <br /> following tasks are proposed to complete the Initial Study: <br /> ■ Evaluate conformance of the proposed project with transportation control measures contained <br /> in the applicable Air Quality Attainment plans. <br /> ■ Calculate the project's contribution to regional air quality using the latest version of the <br /> URBEMIS model (currently URBEMIS72002). These emissions would be compared to the <br /> thresholds contained in the SJVUAPCD and the appropriate mitigation measures would be <br /> identified. <br /> ■ Describe SJVUAPCD's new Indirect Source Review Rule(ISR)and how it would affect the <br /> project. Mitigation measures recommended or required under the rule would be identified. <br /> Calculation of mitigation offsets or fees would not be conducted at this time,but the applicant <br /> would be required to apply to SJVUAPCD for a permit. <br /> ■ Incorporate latest control measures to reduce dust emissions from construction and agricultural <br /> operations. <br /> It is assumed that no work would need to be undertaken to assess objectionable odors since the air <br /> quality study for the Master EIR evaluated the impacts from the wastewater treatment to future <br /> residents. <br /> I&R further assumes that no work would need to be completed to assess carbon monoxide <br /> emissions since the air quality study for the entire project indicated less-than-significant impacts <br /> due to carbon monoxide. Traffic assumptions have not changed significantly and emissions <br /> factors are not substantially higher to change the conclusion. <br /> J. Noise <br /> This section will be completed by Illingworth &Rodkin and their work will be incorporated into <br /> the IS/MND. They will evaluate the potential noise impacts to residential units and identify the <br /> need for any soundwalls or other mitigation measures. <br /> ■ Review the proposed plan for consistency with the requirements of the applicable planning <br /> regulations. Specifically, I&R will recalculate traffic noise levels based on the projected <br /> traffic volumes and evaluate the project's consistency with planning guidelines. <br /> • Review soundwall plans to see: 1)if sound walls are necessary; and 2)if they are,where they <br /> should be located and how tall they should be to provide the necessary attenuation.
