PROPOSAL FOR SERVICES MOUNTAIN HOUSE NEIGHBORHOODS 1&J <br /> INMAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> ■ Describe boundaries of service areas for the above,as applicable,with an emphasis on the <br /> Mountain House CSD and its current/planned operations. <br /> ■ Assess the needs for recreational opportunities that residents of Neighborhoods I and J will <br /> require and analyze this need in relation to the Master Plan. Recreational facilities provided as <br /> part of the I and J neighborhoods will be clearly identified. <br /> ■ Identify any water capacity limitations that may affect the amount of future development <br /> allowed,if applicable. <br /> ■ Describe projected utility demands from the project,based on data provided by the applicant <br /> and identify the potential for energy conservation and solar energy for residential units. We <br /> would ask that the applicant provide information on any planned energy conservation <br /> measures. <br /> ■ Assess utility upgrades necessary to serve new development,based on conversations with the <br /> Mountain House CSD staff,as compared to SP II assumptions. <br /> ■ Describe potential impacts related to increased demands for water and wastewater service, <br /> solid waste removal, gas and electricity,telephone service,recreational facilities and <br /> fire/police service. Given that the new land use plan is very similar to what was evaluated as <br /> part of SP II, impacts to services,utilities and recreation are not expected to be significant. <br /> Develop appropriate mitigation measures for each potential impact. <br /> F. Traffic and Circulation <br /> This section will be completed by TJKM Associates under the direction of Amy Skewes-Cox. <br /> The following is TJKM's proposed scope of work to complete the transportation analysis for the <br /> proposed modified Neighborhoods I and J in the Mountain House CSD. <br /> The traffic analysis will be based upon methodologies approved by the County(e.g. San Joaquin <br /> County traffic model)and Caltrans. TJKM will use the San Joaquin Council of Government <br /> (SJCOG)model for traffic projections and analysis. <br /> SJCOG Model Forecast and LOS Standard <br /> TJKM is very familiar with the SJCOG model having assisted the COG to calibrate,used the <br /> model for the previous SP II studies and has maintained the model for the past three years. <br /> Traffic impacts will be assessed based on County policies and standards of significance. The level <br /> of service (LOS)for the gateway roadways in the Mountain House Community Service District <br /> (CSD)is LOS D or better. All other roadways in the San Joaquin County are LOS C or better. <br /> The LOS threshold in Alameda County is LOS D. <br /> The analysis will assess impacts at relevant existing and proposed roadway segments, <br /> intersections, freeway segments, and freeway on/off-ramps. The detailed LOS analysis will <br /> include approximately 13 study intersections and several arterial streets LOS analysis as shown in <br /> the figure below. <br /> 07117/06 8 <br />
