PROPOSAL FOR SERVICES MOUNTAIN HOUSE NEIGHBORHOODS 1&J <br /> INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> berms beneath proposed noise walls. <br /> ■ Complete other items on the checklist. Any impacts related to airport noise are expected to be <br /> less than significant as determined by earlier Initial Studies due to the distance of the site from <br /> the Contra Costa County Byron Airport. <br /> K. Aesthetics and Design <br /> Amy Skewes-Cox will complete the following tasks: <br /> ■ Review and document site conditions in terms of visual quality from key viewpoints, <br /> especially existing homes along Old River,Mountain House Creek,the levee along Old River, <br /> and Dry Creek. Include photographs of existing conditions as well as a photographic key map. <br /> ■ Describe the overall visual impacts of proposed development, especially as viewed from future <br /> public areas along the Mountain House Creek corridor and other major public areas. <br /> ■ Evaluate the potential light and glare impacts and the need for specific landscaping, especially <br /> along public roads and Mountain House Creek,if any relevant changes from SP II have <br /> occurred. <br /> ■ Propose mitigations as necessary to address impacts and to comply with the Master Plan and <br /> Specific Plan II. <br /> L. Energy <br /> The IS/MND will address general energy demands and the potential for alternative energy source <br /> use under the category of AUtilities and Services@ described above. However, given the current <br /> energy situation in California,we might recommend that a separate section be included in the <br /> IS/MND. We would ask that the applicant provide us with estimated energy use data and a list of <br /> energy conservation measures proposed. Any"sustainability principles certification"would also <br /> be helpful to identify if this is proposed. For example, if the applicant has any plans to obtain <br /> Leadership in Energy and Environmental Design(LEED)certification,this would be useful to put <br /> into the IS/MND. <br /> M. Historic/Archaeological <br /> For SP 1I,the only main issue of historic concern related to trees along Grant Line Road. This <br /> project does not affect Grant Line Road. Therefore,the relevant information for the SP 11 Initial <br /> Study will be incorporated as needed. <br /> N. Alternatives(Optional) <br /> CEQA does not require that Alternatives be evaluated as part of Initial Studies. Therefore, we <br /> have not included an Alternatives evaluation in this scope of work. <br /> 07117/06 11 <br />
