In <br /> this way,the reader does not always have to refer back to earlier CEQA documents. The format <br /> will include the standard Checklist questions. However,the document will be designed with a <br /> "Setting"and"Impacts/Mitigation Measures"section so that it can be easily converted to a <br /> Supplemental EIR if necessary. <br /> The significance criteria to be used in the IS/MND are assumed to match those used in the SP II <br /> Initial Study unless the County advises us of changes. At the beginning of the IS/MND prepara- <br /> tion,Ms. Skewes-Cox will ensure that all team members are provided with digital copies of the <br /> relevant sections of the SP 11 Initial Study. <br /> We have identified specific issues below,by IS/MND topic. It should be noted that many of the <br /> tasks identified below were done as part of the Specific Plan II Initial Study and that we will repeat <br /> this information, as appropriate only making changes as necessary to reflect the current project for <br /> Neighborhoods I and J. <br /> A. Land Use and Planning and Agriculture <br /> Ms. Skewes-Cox will perform the following tasks: <br /> ■ Describe existing land uses and agricultural operations(now fallow)within the project <br /> boundaries. <br /> ■ Summarize Williamson Act Contract status and existence of Prime Farmland based on SP II <br /> data. <br /> ■ Describe land uses in the immediate vicinity of the project site(existing and planned), <br /> including surrounding agricultural,highway,and residential uses. <br /> ■ Identify current County General Plan and Master Plan designations and allowable uses within <br /> the site and current zoning designations. <br /> ■ Assess agricultural viability of the lands within the site,using data provided by the <br /> Department of Conservation Farmland Mapping Program and discussions with current <br /> agricultural operators within the site. <br /> ■ Identify applicable County policies for the site and surrounding land uses,using the SP II <br /> Initial Study format. <br /> ■ Identify existing on-site and nearby potential hazards such as irrigation ditches and canals. <br /> ■ Describe any on-site easements for utilities or other purposes,based on data provided by the <br /> County. <br /> • Assess potential urban-rural conflicts between areas to remain in agricultural use and those <br /> areas to be developed with residential and other uses. <br /> ■ Describe potential conflicts with existing County General Plan policies related to development <br /> in this portion of Mountain House(if any). <br /> ■ Assess impacts to lands in nearby Alameda County in terms of potential land use and policy <br /> conflicts. <br /> ■ Identify cumulative land use impacts based on data provided by the County for other projects <br /> 07/17rob 5 <br />
