PROPOSAL FOR SERVICES MOUNTAIN HOUSE NEIGHBORHOODS I&J
INITIAL STUDY/MITIGATED NEGATIVE DECLARATION
more readable IS/MND,we propose to repeat this information when applicable to the analysis. In
this way,the reader does not always have to refer back to earlier CEQA documents. The format
will include the standard Checklist questions. However, the document will be designed with a
"Setting"and"Impacts/Mitigation Measures"section so that it can be easily converted to a
Supplemental EIR if necessary.
The significance criteria to be used in the IS/MND are assumed to match those used in the SP II
Initial Study unless the County advises us of changes. At the beginning of the IS/MND prepara-
tion,Ms. Skewes-Cox will ensure that all team members are provided with digital copies of the
relevant sections of the SP 11 Initial Study.
We have identified specific issues below,by IS/MND topic. It should be noted that many of the
tasks identified below were done as part of the Specific Plan II Initial Study and that we will repeat
this information, as appropriate only making changes as necessary to reflect the current project for
Neighborhoods I and J.
A. Land Use and Planning and Agriculture
Ms. Skewes-Cox will perform the following tasks:
■ Describe existing land uses and agricultural operations(now fallow)within the project
boundaries.
■ Summarize Williamson Act Contract status and existence of Prime Farmland based on SP II
data.
■ Describe land uses in the immediate vicinity of the project site(existing and planned),
including surrounding agricultural,highway,and residential uses.
■ Identify current County General Plan and Master Plan designations and allowable uses within
the site and current zoning designations.
■ Assess agricultural viability of the lands within the site, using data provided by the
Department of Conservation Farmland Mapping Program and discussions with current
agricultural operators within the site.
■ Identify applicable County policies for the site and surrounding land uses, using the SP II
Initial Study format.
■ Identify existing on-site and nearby potential hazards such as irrigation ditches and canals.
■ Describe any on-site easements for utilities or other purposes, based on data provided by the
County.
• Assess potential urban-rural conflicts between areas to remain in agricultural use and those
areas to be developed with residential and other uses.
■ Describe potential conflicts with existing County General Plan policies related to development
in this portion of Mountain House(if any).
■ Assess impacts to lands in nearby Alameda County in terms of potential land use and policy
conflicts.
■ Identify cumulative land use impacts based on data provided by the County for other projects
07/17rob 5
