PROPOSAL FOR SERVICES MOUNTAIN HOUSE NEIGHBORHOODS I&J
INITIAL STUDYNITIGATED NEGATIVE DECLARATION
in the vicinity(e.g.,Delta Community College, SP III, etc. depending on their status).
■ Develop appropriate mitigation measures related to potential land use conflicts or policy/code
conflicts.
B. Geology
The geology/soils analyses will be completed by Mr. Joe Farrow,Environmental Scientist, of
Questa Engineering,Inc.who will complete the following tasks:
■ Review published regional geological, soil, and fault related maps and reports. The
geotechnical reports for Neighborhoods I and J prepared by the applicant will be reviewed and
summarized in the report. Regional and project site geology will be presented as it pertains to
geological hazards of the area.
• Conduct a site geological reconnaissance in conjunction with the site visit for hydrologic
conditions.
■ Determine soils and foundation conditions based on the expansive nature of site soils,
geotechnical reports,if any, and existing drill log data. Of particular concern will be the
potential for soil expansion.
■ Complete the impact analysis and determine potentially significant geological and
geotechnical impacts to the project. In addition, evaluate the site suitability for construction of
the proposed structures based on the characteristics of site soils and geology.
■ Identify feasible mitigation measures for all potentially significant and significant impacts.
These may include avoidance of certain areas and/or special design measures.
C. Hydrology
We understand that the proposal for I and J at this time is to retain Dry Creek in its natural state
and not to make any major alterations that would require permitting. This section will be
completed by Mr. Syd Temple of Questa Engineering who will complete the following tasks:
■ Prepare the setting section of the IS/MND based upon existing regional and site-specific
information and a site reconnaissance. Much of this information will be derived from previous
Initial Study and EIR documents for the Mountain House community.
■ Analyze the hydrology/water quality impacts of the proposed project and alternatives in
accordance with the following approach:
— Complete a site hydrologic reconnaissance to include observation of existing surface
drainage patterns and infrastructure. The amount of land disturbance and impervious
surfaces created will be estimated and compared to existing conditions. This information
will be used to develop corresponding estimates of the projected change in runoff
characteristics for the developed conditions. Any additional drainage information provided
by the applicant for the proposed project will be reviewed and incorporated into this
analysis. The runoff impacts will be presented for the project site, and will cover both the
effects on annual/seasonal runoff as well as peak storm flow. Any changes in runoff
amounts will be analyzed with respect to the existing storm drainage infrastructure
capacity.
07111/06
