PROPOSAL FOR SERVICES M VUNTAIN HOUSE NEIGHBORHOODS I&) <br /> INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br /> — Describe and analyze potential changes in groundwater and surface runoff water quality. <br /> This will consider existing water quality conditions(to the extent that they are known), <br /> and the likely changes in the type and amount of runoff pollutants associated with site <br /> development.Water quality management practices and design features planned for the <br /> project will be taken into account in this analysis. Surface runoff water quality effects are <br /> anticipated to relate primarily to erosion and sedimentation;but other effects from parking <br /> lot runoff and site development will also be considered. <br /> ■ Identify mitigation measures for surface and groundwater impacts determined to be significant <br /> or potentially significant under the proposed project. Mitigation may include design/manage- <br /> ment practices, drainage facility improvements, and implementation of water quality best <br /> management practices. <br /> D. Biological Resources <br /> Ms. Leslie Zander, a biologist with the firm of Zander Associates,will complete the following <br /> tasks: <br /> ■ Conduct a literature review of earlier biological documents related to the Neighborhood I and J <br /> areas. The information contained in these documents will be summarized and supplemented by <br /> information obtained from contacts with the U.S.Fish and Wildlife Service(USFWS)and <br /> California Department of Fish and Came(CDFG), and other information sources. <br /> • Conduct a site visit to confirm existing biological conditions. The purpose of this field study is <br /> to verify the data and conclusions presented in the earlier special-status species and tree <br /> surveys. Emphasis will be given to known issues of concern for the project(i.e.,rare plants <br /> and animals,raptor nests,wetlands and riparian habitat,etc.). <br /> Particular attention will be given to assessing the existing biological structure, functions, and <br /> values of the portions of Mountain House Creek and Dry Creek passing through <br /> Neighborhoods"I"and J ". <br /> ■ Review information on hydrology developed by PACE and CBG as related to both Mountain <br /> House Creek and Dry Creek,with an emphasis on any changes compared to the original <br /> Specific Plan II proposal for these neighborhoods. <br /> ■ Prepare the IS/MND utilizing the existing survey reports,reconnaissance field survey results, <br /> and other sources of information. The analysis would involve the project as proposed and in <br /> the cumulative context of other project actions in Mountain House. <br /> E. Public Utilities/Services and Recreation <br /> Ms. Skewes-Cox will complete the following tasks, with a focus on the changed impacts from <br /> SP II which are expected to be very minimal: <br /> ■ Identify current providers for services such as water, wastewater, gas, electricity,telephone <br /> service, and storm drainage. <br /> ■ Identify service providers for fire protection,police protection, schools and medical protection. <br /> 07117/06 7 <br />
