2) Access: The Site Plan shows an access driveway off of State Route 26 to <br /> the proposed parking spaces. However, this driveway measures only 16- <br /> feet wide. 16-feet is enough area for one-way circulation, but 25-feet is <br /> required for two-way circulation. The Site Plan does not show how the <br /> circulation will flow. The entire circulation areas are currently covered with <br /> grass. The area serves as a backyard to the residences on the site. There <br /> is also a large garden in the rear of the site. If the project is approved, the <br /> entire circulation area will be required to be paved. The driveways at the site <br /> are located between two residential structures. These residences house a <br /> number of children, which were observed playing in the driveway, with <br /> numerous toys scattered throughout the area. There is a concern for the <br /> safety of the children during hours of operation if this driveway is the main <br /> access to the parking area of the eatery. Therefore, there may be a <br /> potential conflict between the driveways and the present residential uses. <br /> 3) Water & Sewer Services: The Linden County Water District has issued a <br /> "Will Serve" letter stating that upon approval of the project, water and sewer <br /> services will be provided to the facility. <br /> NOTE: The pre-application conference is designed to inform prospective <br /> applicants of General Plan consistency, zoning consistency, public improvement <br /> requirements, preliminary design constraints and opportunities, and major <br /> environmental and safety issues. This information is provided in the hope of <br /> assisting the applicant in submitting a better and more complete application, as <br /> well as minimizing processing time. It is not intended to be an in-depth analysis, <br /> and an environmental assessment is not completed. The applicant should be <br /> aware that a detailed review will not be done until the full application is <br /> submitted.
