and the Department of Public Works is required prior to the approval of the improvement <br /> plans or any work within the site. (Development Title Section 9-1105.2) <br /> h. Street lighting shall be provided for the subdivision and the frontage of Thornton Road. <br /> (Development Title Section 9-1150.11) <br /> i. The property shall annex to County Service Area No. 31 prior to approval of the Final Map <br /> to provide for the operation, maintenance, and improvement of storm drainage, water <br /> system, sanitary system, and street lighting facilities. (Development Title Section 9- <br /> 1100.4) <br /> j. A Preliminary Soils Report is required in accordance with County standards for the <br /> purpose of determining the R-Value for the design of the roads. (Development Title <br /> Section 9-910.2) <br /> k. The Traffic Impact Mitigation Fee will be required when parcels are developed. The fee <br /> is due and payable at the time of building permit application. The fees currently are <br /> $4,997.00 per 1,000 gross square feet of building designated as 'Retail Service," <br /> $2,133.00 per 1,000 gross square feet of building designated as "Office," $1,549.00 per <br /> 1,000 gross square feet of building designated as 'Service Commercial," $1,804.00 per <br /> 1,000 gross square feet of building designated as"Warehouse,' $855.00 per 1,000 gross <br /> square feet of building designated as 'Manufacturing,' or $222.09 per daily trip-end <br /> generated in the Thornton area. The fee shall be automatically adjusted July 1 of each <br /> year by the Engineering Construction Cost Index as published by the Engineering News <br /> Record. (Resolutions R-90-304 & R-91-1025) <br /> I. This subdivision is approved for recording as a single unit. Phasing is not approved. <br /> (Development Title Section 9-1100.3) <br /> m. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> n. The subdivider shall agree to and shall pay service fees for the County-provided utility <br /> services in an amount equal to the estimated fees for the period from the time the <br /> improvements are accepted until the effective date of assessment on the tax roll. Deposit <br /> of the fees shall be submitted at the time of acceptance of the facilities by the County. <br /> (Subdivision Map Act Section 66493) <br /> o. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards, and they shall be shown on the <br /> improvement plans. (Development Title Section 9-1150.2) <br /> P. Access rights shall be dedicated and restricted for Lots 7, 8, 9, 10, 11, and 12 along the <br /> frontage of Thornton Road. (Development Title Section 9-1150.5) <br /> q. The developer shall enter into an agreement with San Joaquin County to participate <br /> financially in the installation of traffic signals, acceleration and deceleration lanes, and left- <br /> turn pockets at the following intersections: <br /> (1) State Route 12/1-5, northbound ramps. <br /> Conditions of Approval - 3 - SU-92-9 <br />
