f. PARKING: Off-street parking shall be provided and comply with the following: <br /> 1. All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable,dust free surface. Bumper guards shall be provided when necessary <br /> to protect adjacent structures or properties. (Development Title Section 9-1015.5[e]) <br /> 2. A minimum of 5 parking spaces shall be provided. (Development Title Section 9-1015.3) <br /> 3. Each parking stall shall be an unobstructed rectangle, minimum 9 feet wide and 20 feet long. <br /> (Development Title Section 9-1015.5[b][1]) <br /> 4. Parking spaces for persons with disability shall be provided as required by Chapters 11 A and 11 B <br /> of the California Building Code. <br /> g. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> 1. Access driveways shall have a width of no less than 25 feet for two-way aisles and 16 feet for one- <br /> way aisles, except that in no case shall driveways designated as fire department access be less <br /> than 20 feet wide. (Development Title Section 9-1015.5[h][1]) <br /> 2. A pedestrian walkway, minimum 5 feet wide, should link the sidewalk on the street and primary <br /> building entry. (SMA SPP, page III. 2-4) <br /> 3. B Street includes an unlabeled Class III bikeway north of the project site. The existing striping <br /> should remain in place and provide access to the project site. <br /> h. LIGHTING: Lighting shall be provided and comply with the following; <br /> 1. If the parking area is to be used at night, parking lot lighting shall be installed. (Development Title <br /> Section 9-1015.5[g]) <br /> 2. Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) <br /> 3. Light fixtures shall be adequately spaced to provide continuous and consistent safe levels of <br /> illumination. Locate fixtures to minimize shadow/light interference from trees and other objects in <br /> the landscape. (SMA SPP, page 111.7-1) <br /> 4. Walkways, entry areas, courtyards and plazas should be lighted to provide a sense of personal <br /> safety for pedestrians and to minimize shadows. Extra lighting at intersections, steps, ramps, and <br /> other obstacles should be added. (SMA SPP, page III. 7-1) <br /> 5. Large parking lots will be lighted with 20 to 30-foot-high shoe box-type fixtures of a consistent <br /> character and quality with streetlights and meeting at least minimum County illumination level <br /> standards for parking areas. Lighting shall be provided in bicycle parking areas so that all facilities <br /> are thoroughly illuminated and visible from adjacent sidewalks or motor vehicle parking lots, <br /> consistent with County of San Joaquin standards. (SMA SPP, page III. 7-2) <br /> 6. Special feature areas should be illuminated by accent lighting or uplighting fixtures not visible at <br /> eye level. Special features might include project entries, building entries, signage, <br /> markers/monuments and/or fountains.
