1 On August 17, 1990, Ed Padilla met with Lisa Brown, <br />2 District Attorney and gave her Assembly Bill 939 to use for <br />3 prosecution of the illegal dumping at Bill Lane Dump. Mr. <br />4 Padilla was informed that Bill Lane did not make a court <br />s appearance the previous week and further legal actions were <br />6 pending. <br />7 On December 4, 1990, Ed Padilla and Jim Miller of Public <br />8 Health Services, Environmental Health Division, and Thomas <br />9 Sweeso met with David Irey. Mr. Irey requested further <br />10 investigation of 23201 South Santa Fe Road to estimate extent of <br />11 refuse dumping. <br />12 An investigation was performed by Ed Padilla and Thomas <br />13 Sweeso. A large area of land -filled wastes were found measuring <br />14 approximately 145 feet by 600 feet, and approximate depth of 15 <br />15 feet. Four loads of refuse were dumped at the bottom of the <br />16 covered fill. Metal, garden refuse, oil cans, pesticide cans, <br />17 paper and concrete were exposed at the rim of the land -filled <br />18 area. The road was blocked at the property entrance. Thomas <br />19 Sweeso took pictures of the Subject Property. Bill Lane <br />20 appeared at the site and said the case had not been resolved and <br />21 to keep the gates closed. <br />22 On December 6, 1990, Bill Lee from the City of Riverbank <br />23 Public Works contacted Ed Padilla to say that the old well at <br />24 the City of Riverbank Sewer Plant encountered groundwater at 16 <br />2s <br />feet. Bill Lee informed Mr. Padilla that new monitoring wells <br />26 are to be drilled at the sewer plant in the near future.
