General Order#089-164 <br /> K. Access to the Courts and Counsel <br /> 1. The Watch Commander shall insure the right of inmates to have access to the <br /> Courts and to legal counsel. Such access shall consist of confidential consultation with <br /> attorney when requested by the attorney or the inmate. The interview room may be used <br /> for attorney/inmate consultations, during such use the power is to be turned OFF to the <br /> monitoring speakers. <br /> L. Medical, Dental and Mental Health Services <br /> 1. Those inmates requiring emergency health care services shall be immediately <br /> transported to a medical care facility by ambulance. If the inmate is eligible for citation <br /> release,the inmate shall be released on a citation so he/she can seek medical attention <br /> on their own, as long as releasing the inmate would not put them in immediate danger. <br /> M. Receiving Screening <br /> 1. At the time of booking, all inmates shall be screened for medical and mental health <br /> problems and developmental disabilities and any orthopedic or prosthetic appliances. <br /> 2. This will be accomplished by completing the standard arrest/booking sheet and <br /> recording any affirmative responses in box 134 of the Manteca Police Department <br /> Arrest Report, Misc. & Clothing. <br /> 3. Any inmate who appears, at this screening,to be in need of or who requests medical, <br /> mental health or developmental disability treatment should be transported to the San <br /> Joaquin County Jail or released on a citation(if permissible) as soon as is reasonably <br /> practical. <br /> N. Orthopedic or Prosthetic Appliance <br /> 1. If, while conducting the receiving screening of the inmate, the inmate is determined <br /> to have an orthopedic or prosthetic appliance that has been prescribed or recommended <br /> and fitted by a physician,the watch commander will be immediately notified. <br /> 2. The watch commander shall determine if the appliance constitutes an immediate risk <br /> of bodily harm to any person in the Manteca City Jail or threatens the security of the <br /> Manteca City Jail. If the watch commander determines the appliance does not constitute <br /> an immediate risk of bodily harm to a person then the inmate shall be allowed to keep <br /> the appliance. <br /> 3. If the watch commander determines that the appliance does constitute an immediate <br /> risk of bodily harm to any person in the Manteca City Jail or threatens the security of the <br /> Manteca City Jail,then the appliance shall be taken from the inmate and the inmate <br /> transported as soon as possible to the county jail. The appliance shall be turned over to <br /> the intake officer at the county jail. In the event that the intake officer refuses to accept <br /> the appliance it shall be booked into property for safekeeping; however, every attempt <br /> should be made for the appliance to accompany the inmate. <br /> 4. <br />
