RCRA Permit - Fo d Landfill May 1991 <br /> EPA I.D. CAD 990 794 133 Modification 0 <br /> (4) The Owner/Operator shall design, operate, <br /> maintain, and monitor all compliance monitor- <br /> ing systems as individual programs to assess <br /> ground water protection standards ex- <br /> ceedences. The Owner/Operator shall continue <br /> a particular compliance monitoring program <br /> until the Director has determined and <br /> notified the Owner/Operator in writing that <br /> the ground water protection standards <br /> (background ground water quality per Permit <br /> Condition III.2 (b) , or ACL's per permit Con- <br /> dition III.8) have not been exceeded in a <br /> particular compliance monitoring program for <br /> a period of three consecutive years. The <br /> Owner/Operator shall continue any compliance <br /> monitoring program not specifically ter- <br /> minated in writing, by the Director. <br /> (5) ThE ^caner/Operator shall continue any com- <br /> pliance ground water monitoring activity at <br /> the effective date of this permit, in accor- <br /> dance with plans approved by the Director. <br /> (6) The Owner/Operator shall perform compliance <br /> ground water monitoring in accordance with <br /> the monitoring well drilling, construction <br /> and reporting requirements of the Post <br /> Closure Plan and sample acquisition methods, <br /> sample preservation, sample transport, <br /> sample chain-of-custody, and methods of <br /> sample testing, recording and reporting shall <br /> be in accordance with the Post Closure Plan <br /> and the statistical analysis methods and <br /> chosen pursuant to Permit Condition III. 5. <br /> (i) The Owner/Operator shall sampleand ---=--- ---- - <br /> analyze each monitoring well in each ac- <br /> tive compliance monitoring program at <br /> least quarterly. <br /> (ii) The Owner/Operator shall sample and <br /> analyze each monitoring well in each ac- <br /> tive compliance monitoring program for <br /> all Appendix IX constituents at least <br /> once- annually. <br /> (iii) The Owner/Operator must determine <br /> whether there is statistically sig- <br /> nificant evidence of increased con- <br /> tamination for any chemical parameter <br /> or hazardous constituent included in <br /> Table 1 of Attachment 5 to this permit. <br /> 24 <br />
