If the Director receives any information, receives a request for modification or revocation and reissuance under 40 CFR 124.5, or conducts a review of the permit file, the Director may determine whether one of the causes listed in 40 CFR 270.41(a) or (b) for permit modification or revocation and reissuance exists. If cause exists, the Director may modify or revoke and reissue the permit accordingly, subject the limitations of 40 CFR 270.41(c) , and may request an updated ap- plication if necessary. 3. RCRA FACILITY INVESTIGATION (RFI) 1. The Permittee submitted RCRA Facility Investigation Workplan, Forward Landfill ( leinfelder, March 2, - - 1990) . . This workplan is hereby approved. In addition, the Director has received the letter dated January 18, 1991 requesting changes to the March RFI Workplan. These changes are hereby approved limited by permit condition IX.1.a. a. The Permittee shall incorporate a discussion in the draft RFI Report being submitted pursuant to permit condition IX.2.a on any RFI workplan re- quirements not completed. 2. (a) Within 60 days after completion of the RFI, the Owner/Operator shall prepare a RCRA Facility In- vestigation Report. The RFI Report shall be developed in draft form for review by the Direc- tor. The RFI Report shall be developed in final form within thirty (30) days of receipt of EPA comments on the Draft RFI Report. 36
