Weston Solutions, Inc.
Remedial Action Work Plan for the San Joaquin County Human Services Agency Site—Stockton, California
5 PROPOSED CORRECTIVE ACTIONS GOALS/OBJECTIVES
The FS (WESTON, 2020a) presented exposure pathways for impacted soil and groundwater
per the guidance presented in the California State Water Resources Control Board LTCP. The
LTCP states that Sites that meet general and media-specific criteria presented in the policy
pose a low threat to human health, safety, or the environment and are appropriate for closure
pursuant to Health and Safety Code Section 25296.10.
The FS concluded that the LTCP's media-specific criteria for soil for vapor intrusion, and
direct contact and outdoor air exposure pathways are met at the Site. Therefore, no corrective
action goals/objectives were formulated for Site soil.
The FS also concluded that LTCP's general criterion for groundwater related to removal of
secondary source to the extent practicable near the location of source area well MW-2 has not
been met (Figure 2-2). In addition, LTCP's groundwater-specific criteria related to benzene
plume length and concentrations have also not been attained. Based on this, the goal of current
remedial actions at the Site is contaminant mass removal in the vicinity of well MW-2 to
address potentially increasing petroleum hydrocarbon concentration trends near MW-2 and
downgradient part of the site (i.e., well MW-7).
5-1 Febrr,a,r 2021
