Weston Solutions, Inc. <br /> Remedial Action Work Plan for the San Joaquin County Human Services Agency Site—Stockton, California <br /> 6 PROPOSED IMPLEMENTATION PLAN <br /> 6.1 HEALTH AND SAFETY PLAN <br /> A Site-Specific Health and Safety Plan (HASP) will be prepared to identify potential hazards <br /> to the site workers and public, and to document procedures and controls for safe <br /> implementation of the remedial action activities. The HASP will be reviewed by all site <br /> workers and will be kept on-site during the remedial action implementation. Contractors and <br /> subcontractors will develop their own safety plans, which will meet the requirements of the <br /> site-specific HASP. The subcontractor personnel working at the site will be Hazardous Waste <br /> Operations and Emergency Response-qualified through completion of training and medical <br /> monitoring procedures as specified in Title 8 California Code of Regulations, Section 5192 <br /> and Title 29 Code of Federal Regulations 1910.120. <br /> 6.2 PERMITS <br /> An Encroachment Permit on Public Right-of-Way will be obtained from the City of Stockton <br /> prior to initiation of the fieldwork. In addition, a Site Mitigation Well and Boring Permit will <br /> be obtained from the San Joaquin County EHD prior to fieldwork. <br /> This document contains the Remedial Action Plan, a NOI, and the Monitoring and Reporting <br /> Plan that are needed to be submitted to the Central Valley Water Board to request coverage <br /> under Order No. R5-2015-0012 for injection of treatment amendments into groundwater. The <br /> field implementation of remedial action will be conducted only after a Notice of Applicability <br /> is issued by the Central Valley Water Board for coverage under Order No. R5-2015-0012. <br /> 6.3 UTILITY CLEARANCE <br /> Underground utilities will be identified by a WESTON-subcontracted utility locator, and <br /> Underground Service Alert will be notified prior to drilling. The utilities will be marked on- <br /> site prior to the start of drilling activities. In addition, each drilling location will be hand- <br /> augered to 5 feet bgs prior to initiation of direct push drilling. <br /> Past utility surveys and excavation activities at the Site have indicated that fiber optic and <br /> electrical lines are present to the east of monitoring well MW-2(see Figure 6-1).
