The Incident Commander shall assign personnel for both Command and <br /> General Staff as warranted by the situation. The Command Staff provides <br /> information, Safety & Security, and Liaison services for the organization. The <br /> General Staff report to the Incident Commander and are assigned major <br /> functional authority as Operations, Planning, Logistics, and Finance. Job <br /> classes are filled as needed. On occasion, staff may be required to fill more <br /> than one position. Hospital employees are called back to work to fill critical <br /> roles within the facility and receive assignment through the labor pool. <br /> 1. When demands for human resources exceed the number of available <br /> staff on hand, additional support will be requested through: <br /> a. Contract agencies (security, housekeeping, dietary, and <br /> nursing). <br /> b. Mutual aid request to the Disaster Control Facility. <br /> C. Use of community first responders. <br /> d. Emergency credentialing of volunteer healthcare personnel. <br /> e. Local, state, and federal resources as Volunteer Citizen Corps <br /> and Disaster Medical Assistance Teams. <br /> f. Tenet Corporate Headquarters disaster assistance. <br /> 2. Hospital roles are defined by assignments. Command and General <br /> staff are identified by wearing vests and their hospital identification <br /> badges. Hospital staff wears Doctors Hospital of Manteca photo <br /> identification badges with their name and job classification. <br /> a. Command Staff: <br /> 1) Incident Commander (IC): Set objectives and priorities, <br /> has overall responsibility at the incident, and must be fully <br /> qualified to manage the incident. IC establishes goals <br /> and objectives for management of the incident. <br /> 2) Public Information Officer (PIO): The point of contact for <br /> the media, other organizations seeking information, there <br /> will be only one PIO, others may serve as assistants. <br /> 3) Safety Officer (SO): Monitors safety conditions and <br /> develops measures for assuring the safety of all assigned <br /> personnel, including staff, and visitors wishing to enter <br /> and exit the facility.. <br /> 4) Liaison Officer (LO): Functions as the contact person for <br /> representatives from other agencies to coordinate their <br /> involvement. The Liaison Officer will be their primary <br /> contact. This involves outside law enforcement agencies <br /> with assistance of the safety officer. <br /> b. General Staff: <br /> 1) Planning develops the action plan to accomplish the <br /> objectives established by the IC.
