SUBJECT: ENVIRONMENT OF CARE- Emergency Operations Plan PAGE 7 OF 14 <br /> E. Doctors Hospital of Manteca has adopted the State recommended Hospital <br /> Incident Command System (HICS) for emergency management. This <br /> management system incorporates the community Incident Command System <br /> (ICS) with the needs of the hospital and may be expanded or contracted <br /> based on the needs of the hospital and the particular incident. HICS is <br /> designed to be compatible with the basic duties of key hospital individuals. <br /> F. Doctors Hospital of Manteca participates in regularly scheduled meetings with <br /> a variety of local agencies including public health, environment health, <br /> agriculture administration, law enforcement, other local hospitals, pre-hospital <br /> care providers, various city fire departments, county emergency services, and <br /> the county Office of Emergency Services to address local issues such as <br /> sharing of resources, mutual aid, shared vendors, and patient tracking. The <br /> Emergency Operations Plan at Doctors Hospital of Manteca includes contact <br /> information and command structure for local agencies and hospitals. <br /> G. The Incident Commander (I ) initiates the Emergency Operations Plan and <br /> oversees the response and recovery phases of a disaster. Activation occurs <br /> when it has been determined there are sufficient numbers of ill or injured <br /> patients that will overwhelm the normal capabilities of the hospital or there is a <br /> potential threat to the community requiring implementation of the emergency <br /> response or recovery phases of the plan. Incidents will be managed in a <br /> standardized and integrated fashion using the HICS guidelines. Termination <br /> of the incident occurs when the hospital can maintain services independently. <br /> H. Outside agencies shall be contacted upon the initiation of the Emergency <br /> Operations Plan. The Incident Commander will be responsible for designating <br /> a hospital representative that will conduct and coordinate notification of <br /> outside agencies. This role will usually be designated to be Liaison Officer. In <br /> the event of a potential nuclear, biological, or chemical incident, specific <br /> agencies will be immediately notified as outlined by specific procedures <br /> located in the emergency management binder. <br /> I. Hospital personnel shall be notified of a potential or actual emergency through <br /> the overhead paging system when available and appropriate. In the event of <br /> a communication failure, handheld radios and runners may be utilized to <br /> update on duty staff. Off duty staff will be notified of implementation of the <br /> Emergency Operations Plan via telephone call back. Off duty staff are trained <br /> to respond to the hospital labor pool in the event of a known disaster or <br /> emergency situation. <br /> J. Employees of Doctors Hospital of Manteca are required to wear a hospital <br /> issued name badge at all times. Human Resources has the unit specific <br /> responsibilities to issue emergency ID cards when necessary. The disaster <br /> cabinet, which is located in the Command Center is stocked with multiple <br /> name badges correlating with specific HICS responsibilities.
