SUBJECT: ENVIRON ENT OF CARE-Emergency Operations Plan PAGE 10 OF 14 <br /> b. Staff will be assigned to transport supplies from materials <br /> management and pharmacy as requested. <br /> C. Vendors will be contacted for emergency stock replenishment. <br /> See vendor list and communication plan. <br /> d. Local stores, restaurants, and companies will be utilized as <br /> needed and available to augment non-medical supply stocks. <br /> e. Local state and federal agencies will be contacted to obtain <br /> additional support as needed utilizing mutual aid agreements. <br /> f. Tracking of supplies will be accomplished using HICS form. <br /> 5. Security: Assignments will be made to control access, crowds and <br /> traffic to include facility lockdown at the direction of the incident <br /> commander. Additional security officers are available by contract. <br /> 6. News media: The Administrative staff of Doctors Hospital of Manteca <br /> understand that media play a critical role in communications during an <br /> emergency incident. To ensure timely updates and protect patient <br /> confidentiality, all media will be directed to an assigned media room <br /> where they can access phone lines, computers, and printers when <br /> available (Designated as the Medical Office Building or alternative site). <br /> a. Regular news updates will be provided to the media. <br /> b. News media will be permitted on site only at the discretion of the <br /> incident commander and only when accompanied by the public <br /> Information Officer. <br /> 7. The deceased will be placed in the Plant Operations building with clear <br /> identification. Arrangements for removal will be made during the <br /> recovery phase of the disaster through the Coroners office and local <br /> mortuary services. <br /> M. Hospital Evacuation: Hospital policies for facility evacuation will be followed in <br /> the event the environment cannot support adequate patient care. Evacuation <br /> may be either staged or total. Emergency patient transfers to alternative care <br /> sites are coordinated through the Disaster Control Facility (San Joaquin <br /> County General Hospital). <br /> N. Alternative care sites have been established for non-emergent patient <br /> transfers. <br /> 1. Patients, staff, and equipment will be transferred by private auto, <br /> hospital owned vehicles, and any available community transportation <br /> source such as the American Red Cross, School Bus Providers, Local <br /> EMS Providers, Tour Buses, Corrections Buses and/or vans. <br /> 2. Relevant medical records and a medication list and/or medications will <br /> be transferred with the patient. <br /> 3. The HICS plan utilizes a patient tracking form for documenting patient <br /> transfers. HICS form #255, 260. <br /> 4. DHM utilizes the San Joaquin County Healthcare Surge Capacity Plan <br /> as a community guide for managing patient care during extreme census <br /> periods, including use of alternative care sites.
