SUBJECT: ENVIRONMENT OF CARE- Emergency Operations Plan PAGE 11 OF 14 <br /> 5. The Disaster Control Facility shall be utilized to coordinate all <br /> communication related to acceptance of transfers and transportation <br /> between alternative care sites. A telephone report shall be provided <br /> whenever possible prior to the patient transfer; however in the event <br /> verbal communication is not possible a brief written summary will be <br /> provided. When possible hand held or HAM radio communications will <br /> be established directly with the alternative care site. <br /> 6. DHM utilizes HICS tracking forms and Emergency Management <br /> System to document patient transfers to alternate care sites. <br /> 7. The hospital will attempt to notify patients and family members upon re- <br /> coordination of alternate care sites. See communication plan. <br /> O. Continuing or re-establishing operations: All available operations will be <br /> continued during the disaster incident to the full capabilities of the hospital. <br /> Disrupted services shall be re-established as quickly as possible following the <br /> disaster under the direction of the incident commander. The HICS <br /> organizational flowchart shall be utilized to establish positions to facilitate the <br /> transition. <br /> P. Alternative sources of essential utilities (electricity, water, ventilation, fuel <br /> sources, medical gas and vacuum, etc.) required for extended periods of <br /> operation during and after a disaster are found on the Emergency Vendor List. <br /> Policies and procedures have been developed to guide staff in the event of a <br /> utility failure. <br /> Q. Back-up internal and external communication systems: <br /> 1. Internal: Overhead paging system, individual pagers, radios, <br /> Spectral-ink phones, cell phones and runners may be utilized in the <br /> event of hospital telephone failure during a disaster. <br /> 2. External: Satelite phone, 3N system, Med-Net and HAM Radios, Fax <br /> Machines, EMSystem, Computer Correspondence, and telephones will <br /> be utilized for communication with the Disaster Control Facility and <br /> may be utilized for other necessary communication with external <br /> sources. <br /> R. Facilities for radioactive, biological, or chemical decontamination: A protected <br /> outdoor shower is available for radioactive, biological, and chemical <br /> decontamination. Large scale decontamination efforts will be coordinated with <br /> local fire and county Hazardous Material team assistance. Additional <br /> equipment for mass casualty decontamination is stored in the Disaster shed. <br /> S. The Emergency Operations Plan (EOP) will be kept in a red binder in all <br /> departments throughout the hospital and outlying buildings located on hospital <br /> grounds (see table to contents distribution lists). Each employee at Doctors <br /> Hospital of Manteca (DHM) is expected to be familiar with the contents of this <br /> plan.
