SUBJECT: ENVIRONMENT OF CARE-Emergency Operations Plan PAGE 4 OF 14 <br /> U. The plan identifies and provide processes for communication through <br /> preparedness, mitigation, response and recovery activities in a disaster. <br /> IV. ORGANIZATIONAL ROLE AND RESPONSIBILITIES: <br /> A. The Safety Officer, Emergency Management Task Force, and the members of <br /> the Environment of Care Committee are: <br /> 1. Responsible for the development and maintenance of the Emergency <br /> Operations Plan at a minimum of a yearly basis. <br /> 2. Responsible for reviewing emergency management issues trends and <br /> actions taken. <br /> B. Board of Directors: <br /> 1. The Board shall receive and consider a summary of significant issues, <br /> trends, and actions of the Environment of Care Committee on an <br /> ongoing basis. <br /> 2. An annual report regarding evaluation of emergency management <br /> activities will be provided. <br /> 3. The Board shall provide support for the Emergency Operations Plan; to <br /> provide a safe environment for the care of patients, staff, and visitors to <br /> Doctors Hospital of Manteca in the event of a disaster. <br /> C. Chief Operating Officer: The Chief Operating Officer is responsible for <br /> assuring the existence and effectiveness of a comprehensive emergency <br /> management program. The COO shall support the implementation of the plan <br /> through designation of a responsible person(s) for safety management who <br /> participates in the overall emergency management program. <br /> D. Administration: Administrative staff may function as Incident Commander. <br /> 1. Administrative Assistant maintains the department director and <br /> Administration recall roster and updates it monthly. Provides updated <br /> copy of the switchboard and Nursing Supervisor. <br /> 2. Human Resources function as the Incident Commander, Command <br /> Staff or General Staff as assigned by the Incident Commander. <br /> Provides employee roster, updated on a monthly basis. Provides <br /> temporary ID badges to employees who do not have ID badges <br /> on-hand. <br /> E. Environment of Care Committee: Operational responsibility for emergency <br /> management. <br /> 1. Question staff regarding codes during safety inspections. <br /> 2. Critique disaster drills and make recommendations for corrective <br /> actions as needed. <br /> 3. Make recommendations to Administration for appropriate equipment to <br /> be used in the event of a disaster. <br /> 4. Do annual review, evaluation of the effectiveness of the Emergency <br /> Operations Plan. <br /> F. Safety Officer: Oversight responsibility of the Emergency Operations Plan. <br /> 1.
