SUBJECT: ENVIRONMENT OF CARE-Emergency Operations Plan PAGE 6 OF 14 <br /> V. AUTHORITY STATEMENT: <br /> The Governing Board of Doctors Hospital of Manteca designates the Administration <br /> as responsible for the ongoing operation of the Emergency Operations Plan which <br /> includes providing the leadership and support required to implement and maintain <br /> the plan. <br /> A. Leadership and support activities includes, but are not limited to designating <br /> individual responsibilities for various parts of the Emergency Operations Plan <br /> as well as providing funds and resources for the plans operation. <br /> B. Safety Officer is designated by Administration to intervene whenever <br /> conditions pose an immediate threat to life, health, or damage to equipment or <br /> buildings. <br /> V1. PROCESS OVERVIEW: <br /> A. The San Joaquin County Hazard Vulnerability Analysis (HVA) is utilized as a <br /> major resource in performing the hazard analysis for Doctors Hospital of <br /> Manteca. Hazard risk is evaluated by reviewing historical data on local <br /> emergencies and evaluating potential risk based upon location, geographical <br /> data, weather trends, current local, state, national, and world issues, and <br /> political climate. Doctors Hospital of Manteca collaborates with other area <br /> hospitals and the Office of Emergency Services in updating the HVA. <br /> B. Doctors Hospital of Manteca participates in community emergency planning <br /> activities including membership on various committees and multi- <br /> organizational full scale drills to establish priorities for emergency planning, <br /> prevention, and response. These community groups include the Emergency <br /> Planners Committee coordinated with San Joaquin EMS Agency and the <br /> Emergency Preparedness Advisory Committee coordinated with San Joaquin <br /> Public Health Services. <br /> C. Policies specific to high risk incidents have been developed to address the <br /> concerns identified in the hazard analysis including mitigation, preparedness, <br /> response, and recovery phases. DHM utilizes an "all hazard" approach for <br /> emergency response and plan implementation. <br /> D. The Emergency Operations Plan (EOP) is designed to coordinate with other <br /> community response plans. With the organizational structure under the <br /> Incident Command System format, the ability to have joint or unified command <br /> with response agencies is enhanced San Joaquin General Hospital maintains <br /> the role as the designated Disaster Control Facility (DCF) for the County of <br /> San Joaquin. The DCF assumes medical control and disperses patients to <br /> appropriate receiving facilities during times of manmade or natural disasters or <br /> mass casualty incidents (MCI). Medical Mutual aid can be requested through <br /> the on-duty EMS Duty Officer for additional supplies or personnel.
