EnviroximeDtal- Impact Statement, Proposed Resource Recovery Center <br /> and Waste Disposal Site, dated October 31 , 1972 Project 119-1.4. <br /> 6. The .Department of Health Services "Notice of Deficiency" dated <br /> January 25, 1988 Certified #P-485-599-288, for the Class II-I , WMU (A) <br /> is on file with the Local Health District . These deficiencies must <br /> be addressed as part of the proposed closure of this WMU. The Depart- <br /> ment of Health Service is the lead agency for the closure of this unit. <br /> C. The design and operation of the Class III facility is in compliance <br /> with State Minimum Standards for Solid Waste Handling and Disposal. <br /> D. Report of Disposal Site Operation, under additional information <br /> states that the local fire protection district has determined that <br /> the facility is in conformance with applicable fire standards. <br /> E. The landfill has been found to be in conformance with the March <br /> 1986 revision to the San Joaquin County Solid Waste Management Plan <br /> (SJCSWMP) and the County General Plan. <br /> F. This falcility's operations -11 are currently in substantial compliance <br /> with State Minimum Standards as determined by a physical inspection <br /> made on March 7, 1988. <br /> G. Land within 1,000 feet of the site is zoned EA-10 (Agricultural Land) . - <br /> H. Emcon Associates on October 31 , 1972 submitted a Environmental <br /> Impact Statement Proposed Resource Recovery Center and Waste Disposal <br /> Site (Project 119-1.4) which are included �__t-he conditions of the permit. <br /> A_p <br /> I . This permit is consistent with the State Standards adopted by the <br /> California Waste Management Board. <br /> CONDITIONS <br /> A. Requirements: <br /> 1. The operation and design of this facility must comply with all 'of <br /> the State Minimum Standards for Solid Waste Handling and Disposal . <br /> 2. The facility must comply with all federal , state and local <br /> requirements and enactments. <br /> 3. The San Joaquin Local Health District reserves the right to <br /> require additional information concerning the design and operation <br /> of this facility. <br /> 4. At the discretion of the local enforcement agency, landfill <br /> gas probes shall be installed for detection of migration. if <br /> needed, a landfill gas control system shall be installed. <br /> '�7 <br />
