E <br />ELJUMAILY & BUTLER ASSOCIATES <br />W4 ",'"A <br />M Waste Management Consultants <br />February 24, 1989 <br />In accordance with Section 67213(b) of Title 22 CCR, the subject facility was to be closed <br />by March 31, 1989. This date was based on the DHS approval of the closure plan on <br />September 23, 1988. <br />The closure plan was submitted to DHS in September, 1987 and through discussions with <br />Ray LeClerc, of DHS, it was anticipated that approval would be received so that closure <br />could take place during the dry period of the year which includes the months of May <br />through September, Since approval was not received until September 23, 1988, it was <br />not possible to complete construction of the foundation, impervious cap, and cover before <br />the start of the rain season. <br />Because of this, we have been quite hesitant to begin the closure work during the winter <br />months since wet conditions could prevent the proper placement and compaction of the <br />cap. Since the winter has been relatively dry to this point in time we have been alple to <br />place approximately 7000 cubic yards of foundation materials. This represents <br />approximately 25% of the required 30,000 cubic yards of foundation material required. <br />It is anticipated that the additional 23,000 cubic yards of foundation material will be in <br />place by May 31, 1989. This would be followed by the placement of the final cap and <br />cover by July 15, 1989. Construction would then be followed with a final as built repori <br />by August 31, 1989. <br />C71MAWNri"s <br />requested that the closure date be extended to September 30, 1989. This extension <br />would represent a closure period of 150 days from the end of the wet season which <br />generally ends on April 30, each year. <br />Item 3 of the Closure Conditions required a work plan for the completion of several tasks <br />which were not completed at the time of the closure approval.
