Landfill <br />San Joaquin County, California <br />EPA I.D. No. 990794133 <br />The California Department of Health Services (DHS), Toxic <br />Substances Control Division, and the Region 9 office of the <br />Environmental Protection Agency (EPA) request public comments <br />regarding a State (DHS) and federal (EPA) Post Closure Plan <br />and Permit. This permit will allow and require Forward, Inc. <br />to maintain and monitor their closed class II -1 landfill for a <br />period of at least 30 years as required in state and federal <br />regulations. <br />Forward Inc. is located on 157 acres in eastern San Joaquin <br />County, approximately three miles east of Stockton. This <br />facility consists of numerous landfill units and a recycling <br />center. Waste Management Unit A (WMU A) is the only part of <br />the facility where hazardous waste was deposited. This unit <br />is a simple landfill, approximately eight acres, consisting of <br />four lined trenches into which small amounts of hazardous <br />waste were placed until October of 1984. This waste included <br />soils contaminated with solvents, chromium, copper, lead, <br />vanadium pentoxide catalyst and drilling muds. <br />Waste Management Unit A is currently being closed as described <br />in the Closure Plan approved July 29, 1988, after a 30 day <br />public notice period. The current proposal, a Post Closure <br />Plan and Permit, details the maintenance and monitoring of <br />WMU-A. <br />The approved DHS and EPA Post Closure Plan, addendum to Post <br />Closure Plan, and Post Closure Permit are available for public <br />review and comment between the hours of 8:00 a.m. and 4:00 <br />p.m., Monday through Friday, at the addresses below. Further <br />information and/or copies of the a Fact Sheet describing the <br />approved Post Closure Plan may be obtained from the DHS or EPA <br />personnel listed below. <br />
