Box 6336 <br />Stockton, CA 95206 <br />FORWARD LANDFILL, SAN JOAQUIN COUNTY (CASE NO. 2209) <br />We have -reviewed the SepLernber 1989 construction quality <br />assurance (CQA) plan for the Forward facility. The CQA plan <br />is intended to ensure that construction of landfill and <br />surface impoundment waste management units (WMUs) satisfies <br />the requirements of Forward's waste discharge requirements <br />(WDRs) and Subchapter 15, Title 23, California Code of <br />Regulations. <br />We find the CQA plan acceptable provided Forward incorporates <br />a final construction report as the last step in the CQA <br />process. The final construction report for each WMU must <br />include, but not be limited to, construction record drawings, <br />a CQA report with a written summary of the CQA program, all <br />CQA test results and analyses, copies of the inspectors' <br />original field notes, all laboratory worksheets and <br />calculations, and the certification described in Discharge <br />Specification B. 14 of the facility's WDRs. <br />If you have any questions, please call Steve Rosenbaum at <br />(916) 361-5732. <br />WILLIAM`J.
