Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COGENUJ36 Site Location: IN FRONT OF 1049 S WILSON WAY <br />Activity Summary <br />Activity Date Recorded by <br />07/27/2021 7:30 AM Had previously discussed with Stacy Rivera, that instead of going to work MURO <br />and arriving at our start time of 7:30 AM, I was to go straight to the spill site and <br />arrive at 7:30 AM. <br />Upon arrival, I observed the hazmat contractors were in full body PPE and air <br />respirators. So I remained at opposite end of spill site. The downed transformers <br />were still on the street/sidewalk area. Observed standing liquid along the gutter <br />and soil about 20 — 30 feet south of the downed transformers. Jose Guzman (PSC <br />field supervisor) walked up to me since there was potential PCB contamination <br />and cleanup crew members were wearing full body PPE and air respirators. Jose <br />Guzman provided the following information: <br />They just got started approximately half-hour ago. <br />The secondary spillage along the gutter was diesel, not oil from the transformers. <br />Jose Guzman's direct phone number is: 559-363-3720. <br />- Dave Larson (PG&E) will be arriving shortly to collect a sample of oil from each <br />transformer to run analytical for PCB concentration. <br />I took photos and then left spill site. <br />Received Cal OES Control #: 21-3999 for the 15-gallon oil spill with unknown <br />concentration of PCBs reported by Jamie Beckett (PG&E). <br />Updated Elena Manzo who advised I go back to the spill site to inquire about the <br />plan for cleanup. <br />9:31 AM Arrived at spill site to see what their plan for cleanup is. Spoke to Jose <br />Guzman (PSC). They were working on the oil spill cleanup on the soil. Jose <br />reported that they will not be cleaning up the diesel spill because that is not PG&E <br />responsibility. They were contracted to clean up the oil spill, but not the diesel spill. <br />Jose also stated that Dave has not yet arrived to take transformer samples. <br />10:00 AM Left site. Returned to EHD. <br />10:20 AM Called Dave Larson (PG&E) 209-401-9719 to ask status of oil samples. <br />Dave stated he has not taken the samples as of yet. When he takes the sample, <br />he will immediately drive them to the lab and request the tests to be run and <br />analyzed same day. Dave stated he designated the oil spill area to be USA'd. <br />Dave reported he removed solids from storm drain catch basin and used a wipe <br />and actively reached inside the storm drain line via the manhole and found that <br />some oil did get in, therefore a jetter is needed. They will use an inflatable ball plug <br />and everything will be guaranteed to be contained. He has jetter truck, but he <br />doesn't know which storm line. Dave believes the oil spilled is positive for PCBs. I <br />told Dave I'll contact City of Stockton since they will not be onsite because they are <br />not respirator trained. <br />Called Richard Stifler to provide update on the spill status. Richard expressed <br />concern that they cannot do any jetting of the lines without having received the <br />PCB results. Richard stated he is the one that had alerted PSC hazmat <br />contractors that they need to be in full body PPE and respirators because <br />presence of PCBs is likely. When Richard arrived, PSC was onsite without the <br />required PPE. There is also concern that a ball plug is needed. I let Richard know I <br />would call Dave to advise of these concerns. <br />Called Dave Larsen. Explained Richard's concerns. Dave requested Richard's <br />number. Called Richard to ask which phone number I should give to Dave, since <br />the number I have been calling Richard on is confidential. Richard said he will call <br />Dave, so I gave him Dave's phone number. <br />10:36 AM Called Jamie Beckette (PG&E) about the diesel spill and that I was told <br />it is not PG&E responsibility.
