Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COGENUJ36 Site Location: IN FRONT OF 1049 S WILSON WAY <br />Activity Summary <br />Activity Date Recorded by <br />incident if she had it. She asked that I contact Celia Barajas (PG&E Environmental <br />Field Specialist [EFS]) 925-519-4750, who is the onsite EFS addressing the spill <br />and will have more insight on adjacent responsibilities. <br />Called Celia Barajas (PG&E) and left message. I asked that she notifies the <br />National Response Center (NRC). Let her know we will need a copy of the <br />analytical labs as soon as possible. We also need to be present at completion of <br />cleanup so that we may witness the confirmation sample. Requested that she calls <br />me back with an update. <br />Called Stockton Police Department, 209-937-8377, and spoke to dispatch <br />regarding the responsible party for the traffic accident. They were unable to <br />provide any information as I didn't have a police report number. I was transferred <br />to the Records Department. Records operator was able to provide officers' last <br />names and the traffic incident police report number. I was then transferred back to <br />dispatch so I could leave officers a message, since they work in the night shift and <br />have not begun their shift. I left a message to each officer requesting responsible <br />party information for the traffic accident. <br />Police Report #:21-26279 <br /># 3018 Officer Bourassa and #3054 Officer Blair. <br />3:00 PM Received a call from Bryan Toledo (City of Stockton Sr Environmental <br />Manager) 209-993-3273. He said he received an update from Richard Stifler that <br />the PCB lab results showed high concentrations for two of the three oil samples. <br />He will be going to the PCB spill site to verify cleanup of the storm lines. He asked <br />for Celia Barajas' phone number. I shared Celia's contact information with him. <br />Called Celia Barajas, asked that she calls Cal OES to update the spill report since <br />high concentration of PCBs. I requested a copy of the lab report. Asked that when <br />cleanup is complete, she notifies EHD since a confirmation sample will be needed <br />and EHD will need to witness the sampling. <br />Bryan Toledo called with an update. He said they were waiting for traffic control <br />before they could install the ball plug. Then they will proceed with the jetting of the <br />lines. Cleanup will be completed shortly after 5 PM. I told Bryan that I was having <br />trouble obtaining responsible party information for the diesel spill and that PG&E <br />had stated they weren't responsible for the diesel spill so they will not be cleaning <br />it. Bryan said if they wont clean it, he will see about the City of Stockton's cleanup <br />crew will get it cleaned up in the morning.
