BULK STORAGE CONTAINERS - 40 CFR 112.8 (c) <br /> Table 8 summarizes the construction, volume, and content of bulk storage containers at <br /> the Facility. <br /> 5.2.1. Construction - 40 CFR 112.8 (c)(1) <br /> All ASTs used at this Facility are constructed of steel, in accordance with industry <br /> specifications as described above. The design and construction of all bulk storage <br /> containers are compatible with the characteristics of the oil product they contain, and with <br /> temperature and pressure conditions. There is piping between fixed ASTs. The piping of <br /> each product does have dedicated piping and pumps for dispensing. <br /> 5.2.2. Secondary Containment - 40 CFR 112.8 (c)(2) <br /> A concrete cinder-block berm with a retention capacity of approximately 29,486 gallons, <br /> is provided around ASTs 1 through 5. The area of the tanks located within the berm <br /> occupy a volume of 10,476 gallons. The 25-year/24-hour precipitation rate for Lodi is <br /> 3.1 inches, occupying a total of 1,344 gallons within the secondary containment berm. <br /> Given these parameters, the total capacity of the secondary containment berm is <br /> 17,396 gallons. Although, 3,330-gallons of fuel would remain in the 20,000-gallon tank <br /> due to it reaching equilibrium with the height of the concrete berm, allowing an additional <br /> 3,330 gallons to be added to the total containment volume. Total containment equals <br /> 20,096 gallons which is greater than the largest tank volume of 20,000 gallons. The <br /> concrete secondary containment berm is sufficient to contain a spill of 100% of the largest <br /> aboveground storage tank plus the 25-year/24-hour precipitation rate for Lodi, California. <br /> An asphalt containment berm with a retention capacity of approximately 708 gallons, is <br /> provided around the AST enclosure located on the east side of the Tire Shop. The <br /> enclosure includes ASTs 7 through 10 as well as various 55-gallon drums. <br /> AST 13, located under a covered structure, is provided with a metal secondary <br /> containment with a retention capacity of approximately 311 gallons. A concrete berm <br /> surrounds AST 13, providing a tertiary containment with retention capacity of <br /> approximately 87 gallons, for a total retention capacity of 399 gallons. <br /> Secondary containment calculations are included in Appendix H. <br /> 5.2.3. Drainage of Berm Areas - 40 CFR 112.8(c)(3) <br /> The concrete berms are drained under direct supervision of Facility personnel. The <br /> accumulated water is observed for signs of oil prior to draining. The gate valves are <br /> normally kept in a closed position and locked except when draining the berm. Berm <br /> drainage events are recorded on the form included in Appendix G of this Plan. Records <br /> are maintained at the Facility for at least three years. <br />
